Program Manager, Delivery Excellence

Phase One is seeking a Program Manager to lead Delivery Excellence across multiple Salesforce implementation projects for government clients.  Each one of these Salesforce implementation projects has a Project Manager who is ultimately responsible for all contract deliverables.   The Delivery Excellence Program Manager will work closely with these Project Managers as well as other Phase One executives to ensure the following:

  • During the proposal phase of new work capture, the company applies a consistent methodology to assess requirements, determine the appropriate technical approach, and determine project sizing, level of effort, and staffing
  • Each Salesforce implementation project meets overall Project Health goals (e.g., schedule, cost/profit, and technical performance requirements)
  • The company has a core set of IT project lifecycle management methodologies (e.g. Agile), templates, and approaches that are consistently applied across our IT implementation engagements
  • Clients have access to a senior technical professional who can speak with authority on project and technical delivery best practices and to provide an overall sense of confidence regarding the company’s IT capabilities


As can be seen from these overall objectives the Delivery Excellence Program Manager is an executive that has significant Salesforce implementation experience to draw from as well as the capability to work in a highly dynamic, growth environment.  On any given day, the Delivery Excellence Program Manager may be engaged in proposal support, client engagement, and project oversight.  The ideal candidate will demonstrate technical expertise, client engagement finesse, as well as business acumen.  It is an excellent opportunity for a technical individual who seeks to grow into broader client advisory, project management oversight, and business development roles.

The Program Manager’s primary responsibilities include overseeing and assessing the health of Salesforce implementation projects across multiple client accounts; identifying and acting on growth strategies; ensuring that the company has formalized approaches to IT project delivery; and ensuring the company has consistent and formalized approaches to IT project estimation.

Primary Responsibilities

  • Ensures the overall delivery quality of Phase One’s Salesforce implementation projects across the federal government through the development of standardized IT project management methodologies and the assessment of the IT project health of on-going projects on a regular basis
  • Ensures a consistent and effective process to analyze RFPs to determine the appropriate technical approach, project sizing, and staffing. Actively participates in developing technical approach by working in collaboration with the proposal team who are ultimately responsible for writing the proposal
  • Ensures client value is being delivered by understanding client needs, team skills, and cost implications
  • Fosters and promotes innovative thinking across the client environment
  • Builds and maintains client relationships, working in collaboration with other Phase One executives to develop the strategic vision for clients and internal teams
  • Builds trust with client executives and internal teams
  • Handles challenging client situations and offers guidance & direction to client executives
  • Establishes and presents a seamless Phase One face to clients through effective coordination with colleagues inside and outside of the projects
  • Assists in / escalates reducing roadblocks for employees so they can focus on doing what is right for the client
  • Mentors team, helping them to develop skills and capabilities in support of their professional growth


Required Qualifications

  • 10+ years of management consulting experience with background in the areas of IT Engineering, IT Governance, Strategic Planning, and/or Program Management including Solutions Delivery as it relates to PaaS (specifically,
  • Experience working within Federal agencies to provide advisory services
  • Provide superior group/team facilitation skills
  • Ability to enter client environment and provide recommendations after assessing the requirements and the current state
  • Ability to provide a consistent approach to assessing RFP requirements, developing a technical approach, and estimate sizing, staffing and level of effort. Must be able to put into place the procedures that enable consistent IT project estimation across the company
  • Ability to develop and ensure the consistent implementation of IT project lifecycle methodologies across client engagements
  • Ability to provide IT project health assessments (schedule, cost/profit, and technical performance) and provide recommendations on corrective actions, if required
  • Demonstrated business development acumen, particularly with respect to expanding existing opportunities
  • Demonstrated experience managing the expectations of high profile clients and building a reputation of trust
  • Possess strong oral and written communication, presentation skills, project management, and mentoring skills
  • The primary work location will be at Phase One’s Alexandria office, with travel to client sites in the Washington Metropolitan area for client meetings
  • Must be able to obtain a Federal government client badge and may be required to pass a background investigation
