IT Investment Analyst

Phase One is seeking a strong, proactive, Capital Planning and Investment Control (CPIC) Analyst to support a Federal DC client. Ideal candidate will have an understanding of compliance and governance requirements and best practices related to IT and will be confident working with clients on a daily basis to support analy
sis, data calls, and governance. The candidate must be successful in working in a fast-paced professional environment and able to manage multiple tasks with competing priorities while remaining organized and dependable.

About the Job
  • Perform investment management analysis and provide recommendations for program and investment management improvement
  • Create a wide variety of complex documents including reports, spreadsheets, and presentations that require significant working knowledge of program management principles
  • Conduct activities to assist in meeting and reporting to Department senior management, Office of Management and Budget (OMB), Government Accountability Office (GAO), Office of Inspector General (GAO), and internal Agencies, as necessary
  • Support capital planning and investment control activities to include monthly reporting and annual budget reviews
  • Provide advice on the design of repeatable IT investment analyses and selection of tools to automate the analytical process
  • Facilitate collaborative planning sessions with senior-level business and IT stakeholders within sub-agencies, bureaus, and offices
  • Support the definition of Scope, Objectives, Desired Outcomes and Work Breakdown Structures for activities related to achieving strategic goals and objectives
  • Work with business users to analyze business functions, processes and systems and develop recommendations
  • Elicit stakeholder requirements using interviews, document analysis, workshops, and workflow analysis
  • Review existing standard operating procedures and other guidance used by staff to perform operational work
  • Analyze information needs and requirements and deliver relevant artifacts such as business requirements documents, business process diagrams, models, use cases, and other forms of functional mockups
  • Coordinate with interrelated OCIO project areas including Governance, Strategic Planning, IT Policy, and Enterprise Architecture (EA)
  • Provide recommendations to continually improve and align the Agency’s business and technical processes to OMB, Congressional and Department-level requirements and mandates
  • Develop, socialize and shape targeted, stakeholder-based communications products
  • Support Information Technology Project Managers with advancing IT investments through the capital planning lifecycle
  • Support the analysis, preparation, and maintenance of Exhibit 53 and 300 documentation for individual IT investments in preparation for Departmental and OMB review
  • Responsibilities include editing, writing, and/or rewriting policy, guidance, presentations, and other materials to communicate clearly and effectively new Federal and DOT guidance and other news and information to a wide range of external parties
  • Interprets and administers documentation/ communication policies and procedures
  • Exercises quality control over documents intended for external distribution
  • Regularly contributes to the development of new concepts, techniques, and standards


About You

  • 5+ years of consulting experience providing internal/external consulting services to management and technical staff in meeting IT investments, IT policy development, and solving complex IT project management issues in accordance with Federal laws, regulations, and procedures
  • Understanding of, and experience with, Federal CPIC process and related reporting to OMB; including: exhibit 300, exhibit 53, OMB Annual Budget process, IT Dashboard, and OMB submissions
  • Knowledge of IT capital planning processes such as System Development Life Cycle Management (SDLCM), EVM, cost benefit analyses, risk management, or investment performance management
  • Experience in data analysis, visualization, and report design/development is a must
  • Experience with using Oracle Primavera Portfolio Management/ProSight
  • Familiarity with eGov initiative in Cloud Computing,, and
  • Knowledge of process improvement and reengineering methodologies and principles as applied to process improvement projects
  • Ability to provide group facilitation, interviewing, training, and other forms of knowledge transfer
  • Ability to support daily interaction with client management about day-to-day activities and strategic direction
  • Excellent oral and written communication skills targeted at a variety of technical and non-technical audiences
  • Documentation experience with the standard MS Office Suite, Visio, Project, Adobe Acrobat, and SharePoint
