Data/Infrastructure Architect

Phase One is seeking a Senior System Architect in support of a PMO program for a government agency, in support of twelve plus systems, all of which interface with several external sources. This person will provide system design guidance on needed architecture changes and support to ensure that all implemented software and system development is in compliance with government guidelines and policies.



  • Ability to work with business requirements teams and transpose business requirements into technical requirements
  • Document and analyze existing system architecture, current system specifications and current performance metrics to support the identification of architecture and design requirements associated with the program
  • Define detailed system architecture, based in the analysis of the requirements and enterprise architecture documentation
  • Advise on selection of technology purchases with regards to processing, data storage, data access, and applications development
  • Examine the functionality, purpose, and integration of existing and planned software applications
  • Support the Architecture and Engineering Review Board (AERB) review, to process the AERB submission and be the liaison between related projects and AERB
  • Develop, maintain, and implement data architecture models (logical and physical) for all projects
  • Provide technical support for all design efforts to ensure that all system and software updates to the related systems align with government guidelines and policies and meet industry standards
  • Conduct system development engineering trade-off analysis
  • Assist in the review and development of Engineering Change Proposals /Engineering change orders and the analysis of technical /cost/production cut-in tradeoff issues and fielding requirements
  • Support Business Architecture updates and Service Requests, Requirements, Architecture, Design, Development, Integration Test, User Acceptance Test, and Pre-Production Test
  • Develop detailed Technical Architecture Diagrams to include Business, Data, Systems, and Hardware
  • Support end to end architectural planning and process improvement for the product suites
  • Identify and define capacity and performance requirements and any associated limitations
  • Interview and coordinate with dependent stakeholder technical personnel to capture interface patterns and technical rules in relation to interfaces between the dependent systems


  • A Masters degree + 10 years of industry experience as developer with system design or software/system architecture
  • Experience with architecture from an infrastructure perspective
  • Experience with systems implementations
  • Experience with complex technical solutions architecture
  • Experience with software design lifecycle
  • Experience managing project artifacts in Rational Jazz Toolset and Microsoft SharePoint is preferred.
  • Ability to travel to client sites for meetings as needed.
  • Must be able to obtain a U.S. Federal government client badge and be able to pass a government background investigation
  • Previous VA and EA experience is preferred
  • Ability to work independently and in fast-paced environment with tight deadlines, with minimal supervision
  • Ability to speak and write English fluently, and can produce high quality technical documentation and analysis
  • Demonstrate sharp, analytical, problem solving, and decision making skills
