The purpose of this role is to help represent the Common Platforms and Data Strategy team in the Europe/APAC regions. This team are responsible for sourcing, testing, driving integration, and then managing external sources of data into PayPal’s decision systems and operational centers. This improves the customer experience, reduces costs, and improves the accuracy of manual and automated decisions. The holder of this role will have deep Risk Management and/or Compliance experience, possibly from a Product or Analytical area, with a proven data driven mentality, and approach which enables collaboration with multiple stakeholder groups. A particular focus of this role will be sourcing Compliance data and solutions, however, the role carries a mixture of responsibilities including researching and analyzing new external data sources, conducting comparative analysis across competing data sources, operating within various internal policies associated with the appropriate use of vendors and safe transfer of customer data. In addition, the role holder will be responsible for the ongoing management of existing external data vendors in the region or elsewhere, tracking their performance, resolving service issues, addressing financial administration, soliciting more information about new products, and matching those solutions to internal use cases. Much of the team’s work involves working with Credit Bureaus, and therefore it is an advantage, but not a necessity, to understand how credit bureaus operate. The candidate should have good project management skills, and be capable of progressing multiple projects throughout the Europe/ APAC regions, and have the flexibility to collaborate with the other team members in North America or elsewhere globally.

Data Strategy Responsibilities and Duties:

  • Identify, test, analyze and recommend new data sources which can be helpful in improving the customer experience, reducing costs, creating operational efficiencies, improving the accuracy of decision making. A key focus of the role will be on Compliance data sources but equally this could be data on individuals or businesses, and used for Risk, Compliance, Credit, or Operational purposes.

  • For new sources of data, find and research potential suppliers and contrast and compare features, benefits and predictive value of their data assets, analyze the benefits to customer, stakeholder, function, finance, and consider the risk posed by each to make a business case and recommendation.

  • With minimal guidance, develop data or platform opportunities for a domain and lead the execution of the opportunities for the domain

  • Collaborate with functional partners in the onboarding of new vendors, including; InfoSec, Privacy, Finance, Legal, Sourcing.

  • Advise Corp Development on the viability of new data sources to help inform strategic investment decisions.

  • Understand external data vendor matching techniques, so that questions from the Business stakeholders about accuracy of the vendors targeting techniques can be satisfied, ahead of the matching processes being tested by Compliance &/or Audit.

  • Identify key business levers, establish cause & effect, perform analyses, and communicate key findings to various stakeholders to facilitate data driven decision-making.

  • Develop external contacts and evaluate external vendor identifying opportunities to steer PayPal towards more progressive suppliers

  • Analytical skills - Savviness to gather high level needs and convert them to a deliverable query or script to draw evaluation samples of data. Also, analyze the sample data received back from the vendor(s) for the test and present them in a easily digestible form to the business.

  • Technical skills – Familiarity with SQL, Python and web development. Comfortable dealing with databases (Teradata) and running queries. May involve writing code / scripts to extract data and automate the indexing / categorization of data.

Vendor Management Responsibilities and Duties

  • Own multiple vendor relationships of high complexity or importance

  • Follow the internal vendor management policies and standards

  • Inspire internal customers to optimize existing vendor capabilities usage and use new vendor capabilities that are valuable to internal stakeholders

  • Develop and report vendor performance and manage improvements

  • Organize and chair quarterly business reviews

  • Record/monitor vendor risks and resolve/mitigate issues

  • Complete Internal Risk, Privacy, Legal assessments and related administration

  • Track vendor spend vs budget, and compile annual budget contributions 

  • Optimize the use of vendor’s data and tools, maximizing ROI and achieving cost efficiencies

  • Understand the detail of how any data vendor’s data/tools are used in practice

  • Maintain great relationships with internal stakeholders using external data/tools, facilitating internal readouts on vendor capabilities. Ultimately be able to use stakeholder needs in order to influence vendor product roadmaps.

Basic Requirements:

  • Bachelor’s or Master’s degree preferred.  

  • Experience with one or multiple of the following will be highly desirable; SQL, Python, Tableau, Jupyter Notebooks, Teradata, Hadoop/Hive, Oracle.

  • Basic understanding of computer science fundamentals, data structures, and algorithms.

  • Demonstrated experience, familiarity and ease with handling large data sets and crunching numbers.

  • Strong written and verbal communication skills with the ability to translate complex problems into simpler terms, and effectively influence both peers and senior leadership.
