Senior Network Planner

The Senior Network Planner is a member of the OneWeb Communications Ground Segment (CGS) team operating our world class Global Network Operations Center (GNOC). The Planner will be responsible for ensuring OneWeb’s global operational systems have the correct resources and are appropriately planned to support our world class service requirements. This includes configuring the GNOC, doing what-if network planning, using our Global Resource Planning (GRP) tool, ensuring that the forecast demand can be met efficiently within system capacity and resource constraints. The Planner will work within the Network Operations team and utilize their considerable previous expertise in Network Planning, Capacity Planning and Resource Optimization to ensure successful 24/7 OneWeb network operations. This role may occasionally require working on a shift basis.


  • Work with Network Operations team to perform global resource planning, resource optimization and network/capacity planning
  • Analyze traffic demand forecasts so that that system resource utilization is optimized within the system capacity/resource constraints – for example, satellite power limits, WAN bandwidth, available spectrum etc
  • Ensure that the Global Resource Manager (GRM) generated operational parameters and plans are consistent with planning models
  • Ensure that all Communications Ground Segment (CGS) Network Elements, including the WAN are configured correctly and can support the forecast demand
  • Support smooth and continuous network operations
  • Interact frequently with OneWeb System Engineering, Ground Network Engineering, OneWeb Network Engineers and User Terminal team.
  • Communicate to internal and external customers both verbally and written
  • Perform Fault, Configuration, Accounting, Performance and Security (FCAPS) network management
  • Create and update trouble, change and problem tickets
  • Ensure that current Network Operations Systems and subsystems are readily upgrade-able
  • Performs anomaly resolution with teams as required
  • Supports the development and refinement of network operational procedures

Required Skills and Experience:

  • BS in Engineering and/or Computer Science or demonstrated equivalent experience with over 5 years of related experience.
  • In-depth experience in network planning and maintaining high availability telecommunications networks with expertise in Network Planning, Capacity management
  • Experience in what-if planning and data analysis to determine optimal satellite/ground network configuration parameters and settings
  • In-depth knowledge of software programming and methodologies to analyze and model satellite telecommunications networks
  • Solid working knowledge of Satellite Communications Baseband, Network Management, and Modem systems equipment
  • Complete understanding of satellite telecommunications technologies and systems
  • Excellent communications skills: ability to clearly and concisely convey ideas and technical information to engineers and senior staff members
  • Experience with trouble ticketing software and ticket handling from open to close, documenting all steps performed, and providing proper failure analysis for ticket closure.

  • Ability to work as part of a team of network operators

  • Ability to develop test scripts using Python or similar scripting language
  • 3GPP/LTE systems knowledge and/or operations experience
  • Knowledge of MEO/LEO satellite communications technologies
  •  Understanding of Systems Engineering principals
  • Prior experience in using STK to model communications networks
  • Dataminer experience
  • Linux Experience
  • Experience with high capacity networks a plus
