The Test Equipment Design and Development team at Northrop Grumman Mission Systems (NGMS) is looking for you to join our
team as a Test Equipment Hardware/ Software Engineering Manager 2 based out of Woodland Hills, CA.

As the Test Equipment Design and Development organization lead the role involves setting, organizing, and prioritizing operating objectives and providing guidance to staff based on goals, strategic initiatives, and company policies. Expected to work with staff members to meet schedules and/or resolve technical or challenges. Also, responsible for developing and administering budgets, schedules, executing and recommending modifications to organizational processes and procedures. This leadership position requires working closely with the Woodland Hills and Salt Lake City manufacturing organizations in addition to collaboration with engineering, program office, mission assurance, and supply chain management. And, provide performance and financial status to functional, program and executive management.

What You'll get to Do:

Specific responsibilities include:

Develop and maintain the strategic vision for the Test Equipment HW/SW organization.
Manage workload/staffing (productive yield).
Drive affordability in test through innovative TE software designs.
Capital Budgeting & Planning for Woodland Hills Manufacturing.
Utilize Predictive Analytics to reduce TE maintenance costs and TE downtime.
Analyze system yield data and lead root cause/corrective action analysis to resolve technical issues.
Lead and support the organization in resolution of technical issues.
Support equipment maintenance and calibration strategies to ensure equipment capacity is available to support production schedules.
Evaluation of process flows to ensure appropriate cycle time through the manufacturing work cells.

The leadership responsibilities include:

Daily administrative duties; time approval.
Establish priorities in the work areas.
Authentic Leadership practices.
Establish employee goals and developing performance reviews
Increase team engagement, employee development initiatives, and clear, concise communication across the work cell.

Basic Qualifications:

Bachelor's degree in an Engineering, Technical, or STEM related discipline.
8 years of aerospace/defense industry engineering experience.
3 years of project and program management experience.
EVMS and earned value optimization experience.
Must be a U.S. citizen with the ability to obtain a DoD Secret clearance.

Preferred Qualifications:

Master's degree in an engineering or technical discipline.
Degree or certificate in executive leadership or program management or MBA.
Thorough understanding of test equipment and system test design requirements.
Ability to lead and influence high performance teams and possess exceptional communication skills across all levels of the organization.
Experience leading and managing multi-disciplined technical HW and SW teams.
Understanding of make/buy process with a focus on affordability.
Understanding of Ethernet, TCP/IP, and scalable SW Layered architectures.
Experience with system test and test equipment including maintainability and repair.
Able to understand and resolve complex HW and SW communication issues to address system test bottlenecks.
Experience with HW bus interfaces such as MIL-1553B, ARINC 429, RS-232, GPIB and Discrete I/O.
Root cause corrective action experience including Failure Review Board (FRB) resolution.
Understanding of manufacturability, yield, performance and design to cost (DTC).
