Test Engineering Manager 1 (Spectrum Sustaining Support)

Northrop Grumman, Mission Systems is seeking a leader to manage a team of highly motivated Hardware, Software Engineers and Laboratory support Technicians at our Spectrum Manufacturing site in San Diego, CA. This position manages, coordinates and evaluates Manufacturing support test personnel according to their skill, experience and job knowledge. Supervises and trains employees. Candidate is responsible for complying with all technical aspects of the job, oversees test equipment designs, methods and equipment support. Will manage group of software and hardware engineers in design, development of automated test solutions and ongoing improvements. Will support production lab with PC support, Interface Test Adapters (ITA), Test Station repair and maintenance. Will be responsible for product design reviews, testability and attending Technical Review Board (TRB) meetings. Compiles data and defines changes required in testing equipment, testing procedures, test coverage, manufacturing processes, or new testing requirements.

Management Roles and responsibilities include, but are not limited to:

Lead a functional group of 5 to 10 test engineering and technicians including performance management, career development, training, staffing, and merit planning.
Provides test development support for new products and improvements.
Works directly with program and engineering organization in review of design for testability and product design improvements.
Manages capital test stations projects and builds.
Provides sustaining support for ITAs, Test Station repairs, maintenance and design improvements.
Provides sustaining support for test software bug fixes, test coverage improvements, diagnostics, and troubleshooting tools.
Provides production test PC's: IT support for imaging, backups and software tool installation.
Provides research, evaluation and implementation of new testing technologies.
Evaluating staff needs and hiring.
Collaborate with peer managers to ensure consistency across multiple work groups including supporting design reviews.
Review product drawings for testability and test coverage; ITAs for ease of use, meeting requirements of production testing, testing all test interfaces and have adequate test coverage.
Technical proposal and labor estimates preparation related to production test.
Leads continuous improvement projects, labor and cost reduction. Develops and maintains quantitative metrics to better manage test area performance.

The ideal candidate will have a solid business acumen; strong technical production test skills; knowledge of LabView, CVI and TestStand; demonstrated high level of attention to detail and quality; strong quantitative and analytical skills; strong verbal and written communication skills; demonstrated success in working in a team environment, strong interpersonal skills and the ability to remain calm when under pressure.

Basic Qualifications:

Bachelor's degree in Electrical, Test or Systems Engineering or other related STEM discipline.
Strong understanding of Digital/RF products.
Knowledge of LabVIEW, CVI, Test Stand and Databse.
Demonstrated success in working in a team environment with strong interpersonal skills and project leadership.
Working knowledge with testing methods, procedures and product quality including root cause corrective action.
Experience in data analysis and development of performance metrics, skills in Excel/Access, in a performance based and metrics driven culture (Cpk, Histograms).
Able to provide direction to determine priorities to achieve goals.
Ability to make decisions that impact the organization's credibility, operations and services.
Experience in composing process documentation i.e. test procedures, technical operation manual and ability to train others in these areas.
Ability to evaluate tool and equipment selection, optimizing performance, cost and safety.
U.S. citizenship with the ability to obtain and maintain a Department of Defense (DoD) Secret clearance or higher

Preferred Qualifications:

Master's degree in Engineering, Business Management, Engineering Leadership, Six Sigma, Lean Six Sigma or equivalent.
Digital/RF Engineering experience including responsibility as an integrated product team or technical lead.
Knowledge of mechanical and electrical manufacturing/production processes.
Working knowledge with a variety of industry standards (including but not limited to IPC-610, J-STD, 7711/7721, MIL and ANSI).
Able to provide Skills Development - Developing specific skills such as: Transceiver, PA, Switches, Microprocessor, Analog, Audio and RF Testing, design for testability, ITA and Tester Design.
