Technical Program Manager/ Logistics Engineer- CIRCM QRC

This is an excellent opportunity for a Technical Program Manager.

The growing Logistics Program Management (LPM) Team located in Rolling Meadows, IL has a challenging opportunity for a technical program leader to drive part of the development effort of the CIRCM program. Rolling Meadows Defense Logistics and Supportability Engineering (L&SE) includes DMS, FRACAS, Supportability Engineering, Product Safety, Technical Publications and Training, Government Furnished Equipment tracking, Logistics Systems Engineering, and Logistics Program Management. LPM is the Integrated Product Team Leader for the above mentioned Functional areas and has overall responsibility to the program for all Logistics content (schedule, budget, quality) throughout the period of performance.

Specific duties:

  • Lead Logistics & Supportability Engineering (L&SE) proposal efforts
  • Drive L&SE activities for the CIRCM QRC program in support of new product development to ensure designs are useable and maintainable. This effort includes and is not limited to overseeing the following areas: reliability design and testing, system self-diagnostics, human factors and safety, technical publications and training, logistics systems engineering lifecycle support planning, and field service support
  • Establish Logistics milestones and monitor adherence to master plans and schedules, identify L&SE-specific program issues and obtain solutions, such as allocation of resources, modification of schedule, or revision of contractual specifications to ensure timely issue resolution and CDRL submission
  • Act as a primary customer contact for Logistics program activities and lead program review sessions with customer to discuss cost, schedule, and technical performance of all L&SE elements
  • Act as a primary point of contact to CIRCM Program Management Office (PMO) and the L&SE organization

We are looking for a self-starter who is able to work in an ambiguous environment and under pressure. Ideal candidate will have experience in Defense Logistics, development efforts and have an Army background.

This requisition may be filled at either a Professional Band Level 3 or a Professional Band Level 4

Basic Qualifications:

Basic Qualifications T3:

  • Bachelor's degree with a minimum of 5 years of related logistics/field support experience or Master's degree with a minimum of 3 years of related logistics/field support experience
  • Proven ability to communicate cross-functionally, internally and externally
  • Demonstrated ability to lead cross functional teams
  • Experience managing deliverables to cost, schedule and quality
  • Ability to drive problem resolution in technical disciplines
  • Some experience working with product of similar level of complexity and aircraft integration
  • Ability to understand technical requirements and their impact on logistics elements
  • U.S. Citizen and ability to obtain Security Clearance – Secret
  • Must be proficient in using MS Excel and MS Project

Basic Qualifications T4:

  • Bachelor's degree with a minimum of 9 years of related logistics/field support experience or Master's degree with a minimum of 7 years of related logistics/field support experience
  • Familiarity with government contracting requirements and experience with proposal process
  • Demonstrated presentation skills to senior management to include program status and program reviews for both internal and external customers
  • Demonstrated ability to lead cross-functional teams, excellent people skills
  • Demonstrated program management skills to include conception and initiation, planning, execution, performance/monitoring, and project close
  • Ability to drive problem resolution in technical disciplines and provide solution recommendations
  • Experience with supporting designs from logistics perspective that ranged in complexity from spiral software development, new aircraft platform installations, to new hardware and software
  • Ability to understand technical requirements, their impact on logistics elements, and provide design recommendations
  • Knowledge of all phases of government contracting requirements and familiar with Northrop Grumman proposal process
  • U.S. Citizen and ability to obtain Security Clearance – Secret
  • Must be proficient in using Excel
  • Must be proficient with MS Project

Preferred Qualifications:

  • Demonstrated experience with all 12 ILS elements with emphasis on project management of new hardware and software systems
  • Prior US Army Rotary Wing Aviation experience with particular expertise in flight line operations, maintenance, and supply support
  • Understanding of Laser Infrared Countermeasure systems
  • Experience with the CIRCM or ATIRCM systems
  • Experience with data analytics
  • Experience leading Development programs
  • Experience with S/W development (VBA, Python)
  • Knowledge of government contracting requirements and proposal process
