Northrop Grumman Technology Services sector is seeking a Systems Engineering Manager 3 (Infrastructure Task Order) to join our team of qualified, diverse individuals. This position will be located in Woodlawn, MD. The qualified applicant will become part of Northrop Grumman's Health Solutions portfolio providing leadership, strategy, and direction for multiple technical task order functional areas. Roles and Responsibilities:

  • Responsible for the execution of an IT Infrastructure Task Order on a staff augmentation contract including P&L responsibility for a large agency
  • Assist the Program Director in providing strategies and direction of all technical Work Orders within the scope of the Task Order
  • Assist Work Order managers in directing all phases of the Work Oder from inception through completion including cost, schedule and technical performance of each Work Order
  • Lead and coordinates as needed the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract
  • Communicates task order vision across multiple task orders to ensure outstanding tactical and operational execution of services
  • Assist with quality, innovation, resource management, etc., to drive efficiencies while demonstrating compliance with corporate management standards.
  • Engages with the client and other stakeholders face-to-face, via telephone, and through email to establish relationships, understand requirements, and communicate accomplishments or issues.
  • Ensures senior management is engaged and familiar with task order area direction
  • Provide leadership, coaching, and clear instructions to Task Order Managers responsible for the execution of task orders
  • Continuously, identifies opportunities for organic and continued new growth in contract value
  • Creates and maintains the Risk and Opportunity Register
  • Leads and participates on proposal development teams, as either writer, reviewer, or section lead
  • Provides leadership to program staff through coaching, mentoring, and other staff development approaches
  • Provide Technical Leadership in System Operations, Hardware Engineering, and Network Engineering as needed
  • Other duties as assigned
Basic Qualifications:
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
  • Bachelor's degree in Information Systems, Software Engineering or other IT related field and 14 years' IT related experience or Master's degree and 12 years of IT related experience. An additional four (years) of applicable experience working in IT field may be substituted for Bachelor's degree requirement.
  • Minimum of 8 years of combined experience in IT Project Management, Systems Operations Management, and Systems Engineering Management.
  • Minimum of 6 years of experience managing people and/or teams including managing other senior manager.
  • Minimum of 4 years of proven experience building, developing, and managing direct customer relationships
  • Minimum of 3 years of experience Systems Engineering, Configuring, Managing, and Troubleshooting Hardware and Software Distribution Infrastructures in at least two of the following areas:
  • Analyzing and resolving issues related to Web Services within z/OS WebSphere
  • Coordinating with agencies on operating system software problem determination and resolution in a mainframe SYSPLEX environment
  • A utomated deployment and configuration tools for RedHat Enterprise Linux and RedHat Satellite using RedHat Enterprise Linux Virtualization Technology
  • Configuring, maintaining, and optimizing the underlying storage subsystems in support of a Sun Solaris and Red Hat Enterprise Linux operating system
  • IBM WebSphere MQ administration on z/OS, Solaris, iSeries, and Windows platforms
  • Researching problems to determine its root causes within security software, CICS, WebSphere, DB2 and z/OS systems

  • Minimum of 2 years of experience managing program/projects of $50-$150 Million with P&L responsibilities.
  • Must have experience managing large data center operations.
  • Must have experience briefing executive level customers including Chief Information Officers (CIO) and other leaders at the Senior Executive Service (SES) level or above and be able to effectively and professionally communicate to management, peers and customers at all levels
  • Must be US Citizen or US Permanent Resident in order to obtain and maintain required Position of Public Trust clearance.

Preferred Qualifications:
Candidates with these desired skills will be given preferential consideration:
  • Experience managing program/projects of $80-$150 Million with P&L responsibilities
  • Experience with large mainframe systems operations
  • Senior Technical Experience with IT Cloud Technologies
