Supply Chain Subcontrct Spec 3

The Northrop Grumman Mission Systems Global Supply Chain Compliance organization is seeking an experienced Supply Chain Professional to join the Policy and Process team.
The primary responsibilities for the successful candidate will be to serve as one of a small group of Subject Matter Experts who provide advice and counsel internally across the sector GSC organization, and interface externally, regarding the
application of regulatory requirements, company policies, and sector level processes, practices, and governance to facilitate the compliant execution of end-to-end Supply Chain processes.

Specific roles and responsibilities for this position include:

- Provide project management (i.e. schedule, monitor progress and actions, report status)
- Enable document production, revision, and maintenance (i.e. critique, research proofread, format, edit, propose/produce revisions, etc.)
- Coordinate, compile, and facilitate responses to GSC feedback (esp. Voice-of-the-User, MS GSC Feedback Tool entries)
- Facilitate alignment with corporate and cross-sector functional documents

Support Audit Readiness Activities such as -
- Analyze key indicators of compliance (regulatory and internal) and produce/report metrics (esp. CPSR readiness)
- Establish frequency and develop format(s) for presentation of metrics
- Provide surge support for audit coordination activities (e.g. functional self-assessment routine, internal audit, CPSR, etc.
- Conduct Forensic and Data Analyses, formulate Q&A Responses

Support SME and Compliance Outreach Initiatives such as -
- Coordinate the expansion of the Tools, Templates, Training, & Guides Repository
- Participate in the Community of Learning conops (present, contribute and review training materials, solicit feedback, etc.)
- Monitor and respond to MS GSC Compliance mailbox
- Coordinate GSC Notices and updates to the Consolidated Q&A Document

Support Process Improvement Activities
- Identify improvement opportunities
- Enable Process Effectiveness (streamlining, bureaucracy busting, executability, accountability)
- Perform root cause analyses, recommend solutions, promote best practices

Basic Qualifications:

To be considered for this position, you must meet the minimal knowledge, skills, and abilities listed below:

- Bachelor degree and 6+ years of work experience in supply chain, contracts, business and/or project management, in a federal or state & local government environment or related experience; will also consider Master's degree and 4+ years of supply chain, contracts, business and/or project management, in a federal or state & local government environment or related experience.
- Must possess strong verbal and written communication skills.

Preferred Qualifications:

Candidates with the following desired skills will be given preferential consideration:

-Experience acting as a procurement contracting official or in a supply chain planning role
-Experience successfully applying project management, change management, and process improvement concepts (e.g. project definition, milestones, timeline, and critical path; six sigma; etc.)
-Demonstrated knowledge of supply chain concepts and process flow in the government contracting environment, familiarity with the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS) or other governing structure
-Excellent people skills, including customer and supplier relationship management and team collaboration skills; ability to leverage professional/program management office relationships
-Strong organization skills, verbal and written communication skills; detail oriented
Analytical; Evidence of ability to work independently and apply sound judgment to problem solving
-Proven multitasker; ability to juggle multiple deadlines and/or demands for attention
-Expertise in Word, Excel, Microsoft Project. Knowledge of SAP a plus
