Subcontracts Administrator 3
This position will be hired to perform the role of Subcontract Administration (SCA) with the opportunity to learn Supply Chain Planning in support of the SIBRS/S2E2 Program.
The desired SCA candidate will be expected to have the following skills/experience: Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures when required.
The desired candidate must understand the various aspects of supply chain management – materials management, procurement, subcontracts and supplier quality – in order to support engineering, production, logistics and the program management teams in the performance of their roles and responsibilities.
Desired but not mandatory skillsets: Experience in working with business development program and supply chain teams to define bid and proposal requirements, schedules and budgets, and draft the initial make/buy plans and various supply chain management strategies related to materials, procurement and subcontracts management.
Bachelors degree and 6 yrs of experience in supply chain or business management or 4 yrs of supply chain or business management with Masters degree.
A complete understanding and application of all aspects of subcontracts including principles, concepts, practices and standards. Knowledgeable of industry practices and applicable public law and regulations. Develops solutions to a variety of complex problems.
Masters' degree in Supply Chain, Business or Operations
- Working knowledge of Federal and Defense contracting requirements including ITAR, DOS licenses, FAR and DFARS.
- Minimum of 5 years' experience managing/developing suppliers in a high tech industry.
- Proficient in using SAP for material and finance data analysis.
- Demonstrated experience working on complex systems for Department of Defense
- Possess the ability to, independently, develop solutions to a variety of complex problems
- Perform complex tasks in an efficient manner, with minimal oversight
