Subcontracts Administrator 2/3

Procurement Contracting Official (PCO) 2/3 has responsibility for the acquisition process, to include solicitation development, competitive/non-competitive sourcing strategies, bidder evaluation, proposal evaluation/negotiation and award. Procurement Contracting Official (PCO) 2/3 is also responsible for monitoring contract performance and assures suppliers satisfaction of contract

requirements. The preferred candidate will possess strong communication skills, work independently, a record of leadership performance, and familiarity and experience in systems and tools; Excel/Word/PowerPoint/SAP. In addition, the selected candidate will possess practical knowledge and a solid understanding of government contracting regulations and procurement best practices under FAR and DFARS.

Basic Qualifications:

This position can be hired at either a level 2 or a level 3.

If hired at a level 2 the basic requirements are: Bachelors degree and 3 yrs of experience in supply chain or business or 1 yrs with Masters degree.

If hired at a level 3 the basic requirements are: Bachelors degree and 6 yrs of experience in supply chain or business or 4 yrs with Masters degree.

Both levels must also have the below requirements:

Complete understanding and applications of all aspects of procurement including principles, concepts, practices and standards. Knowledgeable of industry practices and applicable public law and regulations. Develops solutions to a variety of complex problems.

Preferred Qualifications:

Working knowledge of FAR and DFARS. Masters degree preferred.
