Subcontracts Administrator 2/3

Northrop Grumman Mission Systems is seeking a Subcontracts Administrator to join its team of qualified, diverse professionals engaged in supporting dynamic, complex, and challenging programs. The successful applicant will become a part of Northrop Grumman's Mission System Global Supply Chain, Advanced Concepts and Technologies (AC&T) organization.

We are seeking a highly motivated individual to support subcontracting actions dealing with a wide range of contractual agreements and business issues to include proposals, and execution support of programs requiring management of all subcontract types. The successful candidate will demonstrate the skill and ability to analyze and apply sound judgment to problem solving, be able to communicate effectively at the highest levels and have the ability to work well in team environments.

Responsibilities will encompass the full range of the subcontract acquisition process including preparation and successful execution of a mixed portfolio of subcontracts while ensuring compliance to company policies and procedures, documentation and preparing subcontract files in compliance with Northrop Grumman policies and procedures, Federal Government contracting regulations, and possess knowledge of the full life-cycle of the supply chain process and practices. The candidate will manage the transition of subcontracts and related transactions between NG divisions.

Collaborate with the Global Supply Chain SCPMs/SCPAs and the ability to coordinate, track and manage a multitude of transferring contracts with program management and other multi-functional teams is required. The successful candidate must be able to make sound decisions in a timely manner, display strong interpersonal skills, and have an understanding of the FAR and DFARS in a Government Contracting environment.

The successful candidate will understand subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services. Responsibilities include preparing bid packages, conducting bidders' conferences, analyzing and evaluating proposals, negotiating subcontract provisions, selecting or recommending subcontractors, and administering resulting subcontracts.

Basic Qualifications:

This position can be hired at either a level 2 or a level 3.

  • The ability to work well in team environments; negotiation skills; organizational skills, and strong written and oral communication skills.
  • Ability to work with minimal supervision and apply sound judgment to problem solving.

If hired at a level 2 the basic requirements are:

  • BS/BA degree with 3 years of subcontract and/or supply chain administration or a Master's degree with 1 year of subcontracts and/or supply chain

If hired at a level 3 the basic requirements are:

  • BS/BA degree with 6 years of subcontract and/or supply chain administration or a Master's degree with 4 years of subcontract and/or supply chain.

Preferred Qualifications:

  • SAP experience, MS Office and MS Excel.
  • Experience with various contract types.
  • Ability to negotiate terms and conditions.
  • Understanding of proposal process, cost/price analysis and determine adequacy of subcontractor proposals.
  • Knowledge of FAR/DFAR.
