Subcontracts Administrator 2
Responsibilities will encompass the full range of the subcontract acquisition process including participation in both domestic and international strategic sourcing decisions, capture and proposal activities, teaming agreement generation and execution, evaluating customer request for proposals (RFPs) preparing RFPs consistent with customer solicitations, federal statutes and regulations, enterprise policies and procedures, evaluating proposal submissions, ensuring that risk and mitigation strategies are identified and developed, developing negotiation plans and leading negotiation teams, preparing post-negotiation documentation and preparing subcontract files in compliance with Northrop Grumman values, policies, procedures, and practices. The ability to collaborate with program management and other multi-functional teams is required. Successful candidate must be able to multi-task, make sound decisions in a timely manner, display strong interpersonal skills, have a thorough knowledge of FAR/DFARS and associated Federal Contracting regulations and be capable of working in a very fast paced environment.
- Bachelor’s degree
- Minimum of 3 years of Subcontracts or related Procurement experience
- Familiar with FAR and DFARs
- Ability to obtain and maintain a Secret security clearance
Preferred qualifications include knowledge of foreign laws, SAP, NG Command Media procedures and the NG Business Acquisition Process (BAP) process. The ability to work well in team environments and lead negotiations is required together with proven organizational and strong written and oral communication skills. Ability to work with minimal supervision and apply sound judgment to problem solving is required.
