Northrop Grumman (NG) Technology Services sector is seeking a highly motivated and detailed-oriented Staff Systems Solutions Architect with experience supporting the Department of Veterans Affairs (VA) to join our team of qualified, diverse individuals in Washington, D.C. The successful candidate will become part of Northrop Grumman's Health IT portfolio and the main technical liaison between Northrop Grumman and VA. Their critical responsibility will be to initiate, plan, lead, outline and design solutions and transformational roadmaps for system modernization efforts, leveraging new technology offerings across the federal health market, particularly for Veterans Affairs. The successful candidate must possess exceptional strengths in leadership, analysis, technical & program solutions, and communications as the role will require collaborative efforts between the customer representatives, vendor teammates, and health captures, proposals, and programs. Development of internal & external presentations and extensive support will be required to provide input and responses to RFIs, Captures, and RFPs. Support may also be needed to existing and new programs along with continuous process improvements and best practices. Successful candidates will also help plan our research & development investments and participate in R&D release trains to ensure solutions we are building meet our customers' needs.

The candidate should be familiar with VA Office of Information and Technology's (OIT) current priorities, recent accomplishments, and future strategies in areas including EHR Modernization, Enterprise Cloud (VAEC) migration, and other Health Information Technology (HIT) services such as Telehealth and Suicide Prevention programs.
The candidate should be versed in product design and transition of solutions from research to product implementation in the health customer space. The candidate should also be familiar with modernization efforts of Federal Health IT systems from legacy solutions to cloud first solutions. The candidate must have the ability to manage several cross cutting initiatives and work collaboratively across the business unit to continuously improve our processes, talent, and technical solutions with high returns on investment.

Responsibilities:

  • Coordinate strategic meetings and communication with VA customers
  • Analyze future VA opportunities and recommend pursuing based on company capabilities, similar experience, or innovative solutions
  • Lead teams in the design and implementation for advanced system solutions
  • Lead subject matter experts to provide innovative modernization solutions for existing IT enterprise systems
  • Collaborate & lead development of capture and customer proposal collateral and client support
  • Lead efforts to determine systems specifications, input/output processes, and working parameters for hardware/software and/or cloud compatibilities
  • Coordinate with information security personnel for compliance with security requirements
  • Lead teams in addressing and mitigating risk across the portfolio
  • Provide technical guidance and mentoring for systems engineers, software engineers, and systems architects
  • Work with customer, users, and other contractors to understand requirements and architect solutions
  • Facilitate special projects as they proceed through their normal life-cycle, from initiation to closure, using sound project management disciplines, such as Agile methodologies
  • Brief "c-suite" customer executives on solutions and value propositions as necessary
  • Leverage innovation to decrease solution costs
  • Provide clear qualitative and quantitative information to teams and stakeholders


Qualifications:

Basic Qualifications:

  • Must have one of the following:
    • Bachelor's degree in a Science, Technology, Engineering, or Mathematics (STEM) discipline, with a minimum of 14 years of relevant technical experience
    • Master's degree in a STEM discipline with a minimum of 12 years of relevant technical experience
  • Must have or be able to obtain a VA Level 4 security clearance
  • Skilled in one or more of the following: SaaS COTS products, AWS/Azure/Cloud Technology, VA Human Centered design (HCD), BI Reporting, Web services / applications, analytics, big data, database technologies, SQL, DHTML, XML, Cyber Security, DevSecOps, HL7 messaging standards
  • Must be able to work on-site in Washington, D.C.


Preferred Qualifications:

  • Master's Degree
  • Experience or Certification in Agile, DevSecOps, ITIL, or other industry certifications
  • Experience working in a CMMI Level 3 or higher delivery environment
  • Existing or previous DoD Secret or Top Secret Clearance
  • Healthcare IT industry experience
  • Proficient Knowledge in the VA enterprise services, infrastructure, and current strategic goals
  • Experience deploying applications and achieving ATO in complex VA environment
  • Working knowledge of different DoD Networks and security levels
  • Proven track record on one or more programs delivering solutions to VA
  • Proven track record in advancement of new and modern technology solutions and program execution
  • Proven track record in working with strategic growth plans or transformation road maps
  • Ability to leverage key company investments against emerging business development opportunities
  • Financial acumen for defending technology investments and strong rates of return
  • Experience designing / architecting / transforming enterprise level
  • Experience writing proposals for federal and/or state customers
