Sr. Principal Subcontract Specialist

We are seeking a highly motivated individual to act as Senior Principal Subcontracts Specialist for subcontracting actions on a wide range of fairly complex contractual and business issues, to include all subcontract types. The successful candidate will possess a solid understanding of government contracting regulations and be prepared to perform as part of a subcontracts team on multiple domestic and international program execution and proposal efforts. The position will be based in McLean, Virginia, and will support a portfolio of Department of Defense (DoD) and/or U.S. Federal Agency programs with varying size and complexity.

Responsibilities:

  • Participates in strategic sourcing decisions, non-disclosure agreements, teaming agreements, and subcontract execution
  • Prepares requests for proposals consistent with customer solicitations, federal statutes and regulations, and enterprise policies and procedures
  • Evaluates proposal submissions, identifies risk and mitigation strategies, develops negotiation plans and negotiating, and prepares subcontract files in compliance with Northrop Grumman values, policies, procedures, and practices
  • Collaborates with program management and other multi-functional teams
  • Multi-tasks, making decisions in a timely manner, and displays strong interpersonal skills
  • Has a general knowledge of Federal Acquisition Regulation (FAR) / Defense Federal Acquisition Regulation Supplement (DFARS) and associated Federal Contracting regulations and works in a fast-paced environment
  • Delivers status reports, reacts to urgent requirements, applies supply chain knowledge and experience to successfully navigate high pace and high level expectations
  • Educates Program team and suppliers on processes, capabilities, policy, FAR/DFARS, and basic subcontracting principles
  • Must be able to present to various audiences and higher-level leadership without reservation


Qualifications:

Basic Qualifications:

  • Must have one of the following:
    • Bachelor's degree with a minimum of 10 years of progressive subcontracts/procurement experience
    • Master's degree with a minimum of 8 years of progressive subcontracts/procurement experience
  • Direct DoD procurement and subcontracting experience; proficiency with services, labor, travel, and Other Direct Cost (ODC) solicitations, justifications and awards
  • Must be familiar, comfortable and confident with high-paced task order/project requirements and quick-turn actions
  • Strong organizational skills, as well as excellent oral and written communications
  • Ability to work with little supervision and apply sound judgment to problem solving required
  • Must be able to work on-site in McLean, Virginia
  • Must be able to travel as needed (up to 10% of the time)


Preferred Qualifications:

  • Active DoD Secret security clearance or higher
  • MBA and/or CPCM, CFCM
  • Experience supporting proposals with multiple supplier/partners
  • High proficiency in MS Office; including Word, Excel and PowerPoint
  • Experience with SAP Procurement & Accounting System
