Northrop Grumman Technology Services sector is seeking a Senior IT Modernization Engineer / Subject Matter Expert (SME) to join our team of qualified, diverse individuals. This position will be located in Woodlawn, MD.

Roles and Responsibilities:

  • Assist the Program Director in providing strategies and direction of all technical task orders within the scope of the task order areas assigned.
  • Assist the task order managers in directing all phases of programs from inception through completion including cost, schedule and technical performance of company programs or subsystems of major programs concerning IT Modernization.
  • Leads and coordinates as needed the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract for IT Modernization projects.
  • Communicates IT Modernization vision across multiple task orders to ensure outstanding tactical and operational execution of services.
  • Engages with SSA client and other stakeholders face-to-face, via telephone, and through email to establish relationships, understand requirements, and communicate accomplishments or issues.
  • Ensures senior management is engaged and familiar with IT Modernization direction.
  • Continuously, identifies opportunities for organic and new growth in contract value.
  • Adds to and sustains the Risk and Opportunity Register.
  • Leads and participates on proposal development teams, either as writer, reviewer, or section lead.
  • Provides functional leadership to program staff through coaching, mentoring, and other staff development approaches.
  • Provide Technical Leadership as a SME in IT Modernization, in particular software migrations.

This requisition may be filled at a higher grade based on qualifications listed below. This requisition may be filled at either a Level IV or a Level III

Basic Qualifications for the Senior IT Modernization Engineer / SME Level IV are:

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Bachelor's degree in Information Systems, Software Engineering, Computer Science or related field and 9 years' IT related experience or Master's degree and 7 years of IT related experience, or 13 years of IT related experience
  • Minimum of 6 years of combined experience in IT Project Management and Software Development Lifecycle (SDLC) Management in both Agile and Waterfall lifecycles.
  • Minimum of 1 year of experience building, developing, and managing direct customer relationships
  • Minimum of 1 year of experience as a project manager, technical team lead, or development manager of a software development migration from one programming language / software platform to another programming language / software platform.
  • Excellent oral and written communication skills and must be detailed oriented.
  • Must be able to effectively and professionally communicate to management, peers and customers at all levels
  • Excellent oral and written communication skills demonstrated through each of the following must have requirements:

o Experience presenting technical data, designs, and architectures to high level management both internally and externally through presentations Microsoft PowerPoint.

o Experience writing technical white papers, design documents, and other technical documents to be presented to the customer.

o Experience developing and leading Technical Volume of Response for Proposals (RFPs).

o Experience developing technical statements of works (SOWs) for subcontracts.

o Ability to professionally communicate technical information effectively and to management, peers and customers as well as demonstrate sound judgment/reasoning skills.

  • Must be US Citizen or US Permanent Resident
  • Must be able to obtain and maintain a Position of Public Trust

Basic Qualifications for the Senior IT Modernization Engineer / SME Level V are:

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Bachelor's degree in Information Systems, Software Engineering, Computer Science or related field and 14 years' IT related experience or Master's degree and 12 years of IT related experience, or 18 years of IT related experience
  • Minimum of 8 years of combined experience in IT Project Management and Software Development Lifecycle (SDLC) Management in both Agile and Waterfall lifecycles.
  • Minimum of 2 years of experience building, developing, and managing direct customer relationships
  • Minimum of 2 years of experience as a project manager, technical team lead, or development manager of a software development migration from one programming language / software platform to another programming language / software platform.
  • Excellent oral and written communication skills and must be detailed oriented.
  • Must be able to effectively and professionally communicate to management, peers and customers at all levels
  • Excellent oral and written communication skills demonstrated through each of the following must have requirements:

Preferred Qualifications:

Candidates with these desired skills will be given preferential consideration:

  • Experience in supporting US government programs to modernize enterprise information technology infrastructures.
  • 4 or more years of experience managing people and/or teams including managing other senior managers.
