Roles and Responsibilities:
Provides development of project Software Quality Assurance Plan and the implementation of procedures that conforms to the requirements of the contract.
Works with partners to develop and implement technical requirements and provide guidance and resources for testing in a mainframe and web server environments.
Develops and document recommendations that will inform the establishment of a governance and sustainability structure/approach for the service center.
Conducts software inspection, testing, verification and validation. Implements software development and maintenance processes and methods. Ensures measures meet acceptable reliability standards.
Develops overall operating criteria and work closely with technical team leads, state team and quality assurance staff to ensure accuracy and timeliness of system modifications.

Basic Qualifications:

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
Bachelor's degree in Engineering, Physics, Mathematics, Computer Science, or related field with a minimum of 2 years of experience.
At least 4 years testing experience in one or more of the following:
o Mainframe, client server, and/or web technologies
o Strong understanding and experience with change management and quality assurance procedures in system development, maintenance, and transition activities.
3 years of experience ensuring measures meet acceptable reliability standards.
3 years of experience developing overall operating criteria to ensure implementation of the software quality program according to project, process and contract requirements and objectives.
3 years of experience ensuring that project and process control documentation are compliant with requirements, objectives and/or contract.
Experience using industry-standard COTS tools (MS Office Word, Excel, and Power Point)
Must be a US Citizen or a Green Card Holder

Preferred Qualifications:

Candidates with these desired skills will be given preferential consideration:
Experience with and knowledge of human services programs, especially Child Support Enforcement interfacing with
Eligibility/Benefits Programs
Proven ability to prepare accurate comprehensive test plans from requirements specifications for system testing and
UAT
Experience testing mainframe and web-based systems and intersystem interfaces
Experience testing large scale, mission critical systems under firm delivery schedules
Experience with structured testing, reporting, and issue management methodologies
