Northrop Grumman Technology Services is seeking an Project Management Analyst 2/3 (PMP Certified) who will support several projects a large federal agency. These positions will be located in Woodlawn, MD.

The qualified applicant will become part of Northrop Grumman's Health Systems Management operating unit, which focuses on Healthcare IT solutions for our Federal, State, and Local government clients. The qualified candidate should also have strong analytical, problem solving, and communication skills with a keen attention to detail.

Description of Work:

  • Works closely with a Project Manager Support Lead in supporting project management activities
  • Perform program financial analyses and provide both external reporting to Government customer and internal reporting
  • Interface with program and functional management to provide financial support and analysis to meet program requirements
  • Perform analyses and prepare reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines
  • Prepare budgets for contract work and perform or assist in financial analyses such as funding profiles, sales outlook, and variance analysis
  • Various staffing functions: create, monitor, and updating requisitions. Review resumes, schedule interviews.
  • Create and provide the following to program management teams:
    • Estimates to Complete (ETC), Estimates at Complete (EAC), Baseline budgets, and re-plans
    • Variance analyses
    • Support the month end reporting requirements, monthly forecast and any ad hoc report requirements for project team
  • Become knowledgeable on the HIPAA policies and procedures for the program and ensure awareness of HIPAA breach process.
  • Understand your role in HIPAA compliance and be able to execute that role in an effective manner.
This requisition may be filled at a higher grade based on qualifications listed below. This requisition may be filled at either a Level 2 or a Level 3.

Basic Qualifications for a Project Management Analyst 2 (PMP Certified):
Minimum knowledge, skills, abilities needed.

  • Bachelor's degree and 3 years of experience or 7 years of related experience will satisfy degree and experience requirements
  • Minimum of 2 years of experience using Microsoft Excel utilizing v-lookups, conditional formatting, and pivot tables
  • Minimum of 1 year of experience performing and monitoring budgets
  • Minimum of 6 months of expience with EVM
  • Must be able to demonstrate strong written and verbal communication skills
  • Project Management Professional (PMP) certification required
  • Must be a US Citizen or Lawful Permanent Resident
  • Must be able to obtain a Public Trust clearance

Basic Qualifications for a Project Management Analyst 3 (PMP Certified):
Minimum knowledge, skills, abilities needed.
  • Bachelor's degree and 6 years of experience or 10 years of related experience will satisfy degree and experience requirements
  • Minimum of 5 years of experience using Microsoft Excel utilizing v-lookups, conditional formatting, and pivot tables
  • Minimum of 3 years of experience performing and monitoring budgets
  • Minimum of 1 year of expience with EVM
  • Must be able to demonstrate strong written and verbal communication skills
  • Project Management Professional (PMP) certification required
  • Must be a US Citizen or Lawful Permanent Resident
  • Must be able to obtain a Public Trust clearance

Preferred Qualifications:
Candidates with these skills will be given preferential consideration.
  • Experience in pricing and forecasting
  • Working knowledge of other Microsoft Office applications (Word, PowerPoint, Visio, Project)
  • Detail-oriented, self-motivated, organized, independent and proficient in multi-tasking.
  • Proactive and responsive with an internally generated "sense of urgency"
  • Excellent verbal and written communication skills are required.
