Program/Technical Director, C2BMC

This position has two leadership roles on the C2BMC program. The Technical Director for C2BMC program where the duties include managing the technical baseline on the program. In this role, the Technical Director manages the
implementation of project processes, including planning, risk management, integration, and scope control as well as assisting the Lockheed Martin Program Director in managing the day to day operations of the MDNTB. The second
role is the NG Program Director for managing the more than 150 NG personnel on the program. The primary and most demanding of the two roles is the Technical Director position on the program as the program is very large with many
simultaneous task orders running concurrently and the C2BMC system is spread across many time zones from PACOM to CENTCOM.

The C2BMC program is organized as a National Team with the 5 biggest MDA contractors working in grey badge environment. Lockheed Martin is the prime on the contract and NG leads many of the product areas on the program. The
Technical Director role requires extensive government customer interface at the senior level (Senior Executive Service) in a consistently intense and dynamic environment as well as nurturing positive relationships with team mates and team
leadership.

The MDNTB was chartered to develop and field the C2BMC to integrate multiple weapons systems and sensors into, a global Ballistic Missile Defense System. Missile Defense and Protective Systems serves as Northrop Grumman Mission
Systems' focal point for all activities associated with missile defense, including Command, Control, Battle Management and Communications (C2BMC), simulation & modeling, systems engineering, and target discrimination. NG is looking to incorporate new product development technologies on MDA programs in the areas of Agile and DevOps. The Prime contractor leadership is looking for the C2BMC Technical Director to be the change agent in making a transition from current product development approaches to processes that can support change over the life cycle of the build and get changes into the field more rapidly. Given that the C2BMC program is a long running and well established program, one of the major challenges will be in identifying how the program can transition to the new approaches and still maintain schedule and commitments on the current program commitments.

As mentioned earlier, there are many concurrent Task Orders on the C2BMC contract that primarily focus on software/hardware development, but include Operations and Sustainment at the many deployed locations. At present, the six
largest Task Orders are: TO-1 Deployment of Spiral 8.2-1 to the operational sites (PoP ends June 2018) as deployment of 8.2-1 completes; TO-14 for Spiral 8.2-3, the next increment of software and hardware; TO-17 for Spiral 8.2-5, the
development of a major spiral with many high priority capabilities desired by MDA (PDR this past week); TO-15 for integration/test for all the capability builds; TO-16 training task order for developing trainers for the warfighter as well as
performing the training function; TO-7002 the Operations, Maintenance and Sustainment (OMS) task order that keeps the C2BMC operational in the field.
Duties include leadership of all NG personnel on the programs as well as responsibility for funding, staffing, training, budget development, receivables and mission assurance for both efforts. The director resolves NG competing demands
related to program scope, time, cost, customer satisfaction, and quality, and ensures compliance with organizational processes and procedures for legal/contractual/proposal requirements. Responsibilities also include managing cost, and preserving an open and equitable project working climate with Lockheed Martin on MDNTB.
Basic Qualifications:
- Bachelor's Degree in Engineering, Computer Science, EE, Math, Physics or related discipline with a minimum of10 years of related experience.
- Active DoD Secret security clearance with the ability of being granted TS/SCI.
- Proven record of program management success and the ability to keep programs sold.
- Effective in customer relations, expectation management, and building coalitions with customers, government staff, and other contractors.
- Program leadership skills including the ability to lead highly skilled teams.
- Experience in developing and modernizing large-scale C4 systems.
- Experience in DoD acquisition and development programs
- Demonstrated team player with ability to work in a dynamic changing environment.
- Excellent interpersonal, written and presentation skills, including the ability to clearly and succinctly communicate complex concepts.
- Innovative thinker.
- Experience leading the development of cost and technical proposals.
- Understanding and experience using agile development methodologies.

Preferred Qualifications:
- Extensive experience with BMDS systems and interactions between the Elements that make up the BMDS.
- In depth knowledge of engineering/scientific principles, concepts, and techniques.
- Able to implement engineering/scientific plans within a project.
- Familiarity with new technology efforts.
- Familiarity with entire lifecycle of large systems.
- Experience with MDA/CR and MDA/BC leadership as well with other MDA 2-letters.
- Knowledge of MDNTB structure and leadership.
- Experience transitioning a program from traditional waterfall to agile development methodologies.
