The Tactical Space Systems Division has an opening for a Business Operations Planning & Control Manager 3 in Dulles, VA to support the Manufacturing Organization. This is a functional management position with multiple subordinate managers and project leadership responsibilities, and will report directly to the Director of Manufacturing. The OP&C group will centralize planning, material control, scheduling and the operations program management functions. Organizing and executing with a common approach, philosophy and direction while creating common processes are key areas of focus for the role. Direct reports will include multiple site Material Control, Planning & Scheduling, as well as Operations Project Managers.

Responsibilities Include:

Plan and manage enterprise resource planning tool within manufacturing (project and subsequent implementation)
Generate and maintain metrics for the organization
Manage groups tasked with product receipt, material control (inventory, kitting, compliance) and shipping for multiple sites
Execute and make common the planning functions for all work centers and Integration & Test, across multiple sites
Manage the Operations Project Management organization, creating the synergy between manufacturing and our programs / I&T managers
Effectively grow the group to ensure proper support for all Business Unit activity requiring manufacturing input or content
Maintain state of health for current and anticipated production
Creates and maintains master schedules for work centers
Capacity and resource (personnel, test equipment) constraints
OPM managers ensure anticipated work is accounted for in planning files
Serves as central repository for department capital, budget, and overhead planning/execution

Candidate must have demonstrated ability in working with cross organizational teams and customers; the ability to set and clearly articulate goals/priorities and successfully communicate them to key staff; strong leadership skills; and a track record of building high-performance teams, with a particular focus on employee development, engagement, inclusion, and retention.


Basic Qualifications:

Bachelor's degree in a STEM or Business Management field
12+ years of experience leading people and/or projects (10 years with a Master's degree)
8+ years of direct people leadership experience
8+ years of experience working in Manufacturing, Business Management, Engineering, Test, Production, Manufacturing or Industrial Engineering, Project Engineering, Operations Project Management (OPM), or similar roles
Working knowledge of Cost Point or similar Material Requirements Planning (MRP) systems

• US citizenship with the ability to obtain and maintain a Top Secret Security Clearance

Preferred Qualifications:

Master's Degree or MBA
Experience in deploying ERP or manufacturing execution system

Extensive metrics development, deployment and maintenance

Demonstrated expertise in the following systems and concepts:
- MRP and IMS Scheduling
- Cost Point production planning and material management tools
- Windchill, TipQA, Cognos
- Earned Value Management
- Continuous Improvement, Lean Manufacturing and Manufacturing
Desire experience leading Manufacturing proposal efforts that include labor quoting, schedule and capacity analysis, investment planning, and descriptive writing contributions
Excellent presentation and communication skills
*Program execution experience
