Program Manager 1

RNS OU is looking for a Program Manager also responsible for the production of Tactical Data Link Products.

Responsible for the cost, schedule, risk, export control, and technical performance of company FFP production based programs in the area of tactical C4ISR production, systems design, implementation, and interoperability testing. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

Basic Qualifications:

  • Bachelors Degree with 10 or more years of experience
  • Minimum two years of experience with the delivery of commercial products
  • Active Secret clearance is required
  • Production and Products Skills:

o Strong background in Microsoft Windows environments, strong Cyber security knowledge and Department of Defense Information Assurance standards and practices (DIACAP, RMF and similar).

o Proficiency with production process of COTS based Tactical Datalink products, including Integration, Acceptance Tests and System/Software Installation procedures

o Familiarity with the overall life cycle process of system/software development

o Familiarity with Windows 10 and Windows 7

o Familiarity with software development including C/C and Java

  • Scheduling Skills:

o Expert skill with Microsoft Project

o Ability to direct the Program regarding Schedule and Earned Value changes

o Perform Weighted Earned Value Integration

o Ability to interface with the Program, Customer, and external agencies (e.g. DCMA) regarding schedule questions, quality, report

  • Proposal Experience:

o Lead cost and/or technical volume

o Produce and/or review BOEs (Basis of Estimate) for any portion of the effort including program management, mission assurance, security, system engineering, software development, integration & test, delivery and maintenance

  • Contract Skills:

o Experience in the definition and management of FMS, US and International contracts

o Strong knowledge of export regulations and compliance.

o Bachelor’s Degree and at least three (3) years of direct supervision of systems engineering, architecture, design, development, integration, test, experimentation, implementation and support of tactical Data Link and Network Management systems. Must be capable of leading projects that involve the successful management of teams composed of system engineers, information management professionals, security specialist, systems analyst, computer scientist and other information management professionals who have been involved in engineering.

Preferred Qualifications:

CompTia Security

  • Certified Windows & UNIX System Administrator or equivalent experience

Microsoft Certified Technology Specialist (Win 7)
