Northrop Grumman Technology Services is seeking motivated Global Supply Chain (GSC) Manager in support of the Post Production Spares Center (PPSC) which supports both commercial and government contracts. This position will be located in Saint Augustine, FL.

This is an exciting opportunity to help drive process improvements, strategic Supply Chain Management (SCM). Must effectively build and lead an engaged team of employees.

In this position, you will be responsible for the daily operations of a team (direct supervision of the staff, assignment of work, schedules, day to day workflow, and operating costs).

Acts as a functional manager which includes employee goal setting, performance reviews, and merit planning. Use strategic thinking to mitigate risks, improve costs, and gain efficiencies between various programs and sites across the company is required. Possess the ability to manage a group of diverse skills and the ability to support and influence them to achieve organizational and program goals.

The ideal candidate will be able to demonstrate strong leadership characteristics, a commitment to ethics and integrity, and the capability to innovate while challenging traditional ways of doing business.

The role will require talent development and performance management responsibilities, employee engagement, diversity, and inclusion initiatives. The successful candidate will demonstrate high levels of organization and self-motivation with the ability to lead the team to accomplish challenging tasks in a high pressure and short-turnaround environment.

Program Manager responsibilities include: cost, schedule, and technical performance with broad responsibility for all aspects of GSC program performance on delivery orders and buyer performance against metrics. She/he will be responsible for review of procurement packages for compliance, training buyers in areas where improvement is needed, and enacting process improvements on this growing program.

She/he will support the purchase of tools, parts, services, and/or supplies necessary for operation of an organization. This person will manage suppliers and analyze suppliers operations to determine factors that affect prices and determine lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment, and maintains necessary records. May prepare bid packages. This person will review proposals for compliance and adequacy and support Prime proposal reviews.

Manager will oversee supplier base and work with suppliers on return-to-green plans and performing to those plans.

Basic Qualifications:
  • Bachelors in Business Administration or related field
  • Minimum Bachelor's with 8 years' experience OR Masters with 6 years' experience
  • Experience required in writing complex negotiation plans and managing those negotiations.
  • Experience with Government contracts required working knowledge of the FAR & DFARS
  • Strong knowledge of Microsoft Office Applications
  • Experience with SAP
  • Experience with TINA requirements
  • Experience Managing Suppliers
  • Experience writing detailed price/cost analyses
  • Excellent interpersonal communication skills
  • US Citizenship required

Preferred Qualifications:
  • Experience preferred in developing small businesses and increasing small business supplier base to meet program socioeconomic requirements.
  • Experience preferred in writing and training team in writing Price Cost Analysis Reports that meet requirements for proposals over the TINA threshold along with the analysis of suppliers based off of financial, historical performance, and risk
