Principal Subcontract & Procurement Closeout Specialist

Northrop Grumman Defense Systems is seeking a highly-motivated individual to act as an advisor and subject matter expert for Subcontract & Procurement Closeout actions on a wide range of fairly complex contracts. This position will be based in McLean, Virginia with occasional travel as required to meet Business Unit needs. The successful candidate will possess a solid understanding of government contracting regulations and be prepared to lead, with moderate supervision, the Closeout team and may require developing solutions to fairly complex problems.


  • Encompasses the full range of the closeout process including:
    • federal statutes and regulations
    • enterprise policies and procedures
    • identifying risk and mitigation strategies
    • developing negotiation plans and negotiating
    • preparing closeout files in compliance with Northrop Grumman values, policies, procedures, and practices
  • Collaborates with program management and other multi-functional teams
  • Multi-tasks, makes decisions in a timely manner, displays strong interpersonal skills
  • Builds upon a general knowledge of Federal Acquisition Regulation (FAR) / Defense Federal Acquisition Regulation Supplement (DFARS)
  • and associated Federal Contracting regulations
  • Consistently performs in a fast-paced environment


Basic Qualifications:

  • Must have one of the following:
    • High school diploma or GED with a minimum of 10 years of progressive subcontracts, procurement, or contracts experience
    • Bachelor's degree with a minimum of 6 years of progressive subcontracts, procurement, or contracts experience
    • Master's degree with a minimum 4 years of progressive subcontracts, procurement, or contracts experience
  • Understanding of procurement policies, procedures, and regulations is essential
  • Must have or be able to obtain a U.S. Department of Defense (DoD) Secret security clearance
  • Must be able to work on-site in McLean, Virginia
  • Must be able to travel as needed (up to 10% of the time)

Preferred Qualifications:

  • MBA and/or CPCM
  • Experience with international subcontracting and SAP Procurement & Accounting System
  • Strong organizational skills, as well as demonstrated ability to develop and present information to a variety of stakeholders and to package said information in a manner consistent with the target audience
  • Ability to work with minimal supervision and apply sound judgment to problem solving required
