Principal Proposal Analyst

Northrop Grumman Aerospace Systems (NGAS) is looking for a Principal Proposal Analyst located in El Segundo, CA. Themajor responsibility is Price/Cost Analysis which includes, but are not limited, to the following:

  • S upplier price/cost Analysis and development of price/cost analysis report (PCAR)
  • Provide an independent assessment on the reasonableness of supplier proposed price and cost
  • Participate in fact-finding and/or audits with customer and/or US Government agencies including coordinating necessary support
  • Participate as a member of the supplier fact-finding and negotiation team
  • Research and analyze historical data to develop price/cost recommendation
  • Develops, plans and schedules proposals in accordance with Request for Proposal (RFP) requirements that impact the cost, labor, schedule or technical elements of the Global Supply Chain (GSC) organization
  • Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications
  • The Ideal candidate would possess estimating skills such as familiarity with application of the following terms:
    • Government Contract Types
    • Incentive Fee Geometry
    • Escalation
    • Accounting Calendar
    • Period of Performance
    • Equivalent Person (EP)
    • Level of Effort (LoE)
    • Cost Estimating Relationship (CER)
    • Parametric Estimate
    • Work Breakdown Structure (WBS)
    • Cost Elements
    • Theory behind Improvement Curves/ Learning Curves/ Quantity Adjustment Curves

Basic Qualifications:

  • Bachelor's Degree in Business, Finance, Accounting with5 years of experience in Government Contracting to include price/cost analysis; or Master's Degree with3 years of experience in Government Contracting to include price/cost analysis
  • Program Security Requirements:
    • Candidate must have an active DoD Secret and a background investigation within the scope of six years. Candidate must be able to obtain and maintain all required security clearances and program specific accesses
  • Ability to determine proposal compliance and adequacy IAW Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)

Preferred Qualifications:

  • Ability to pull actuals (SAP a plus) and analyze historical actuals for use in proposals and price analysis
  • Ability to evaluate Request for Proposal/Quotation (RFP/Q), Supplier Pricing Instructions (SPI) and Supplier Statement of Work ( SSOW)
  • Ability to document and support a Task Description and Basis of Estimate that complies with the Proposal and FAR/DFARS requirements
