Roles and Responsibilities:

This position is the Cost Volume Lead for all Program Proposals, ROMs and NTEs within the Missile Defense and Protective Systems division. Must be an excellent communicator with a strong business background to coordinate and collaborate with various disciplines and communicate with all levels of management. This position is based in Colorado Springs, CO.

Responsibilities include:

  • Early strategic engagement to ensure greater alignment on strategy in the capture and proposal process
  • Facilitate pricing strategy meetings with the capture and proposal teams
  • Understanding customer requirements through RFPs and other Requests
  • Developing realistic cost proposal schedules that meets requirements and deadlines
  • Developing the WBS, the CLIN/subCLIN pricing structure, and the proposal OBS
  • Generating estimating instructions for 3rd party suppliers and internal technical organizations that are resource estimators; and facilitate/lead cost proposal kick-off meetings
  • Generating detailed pricing using the estimates, pricing model, proposal structure
  • Developing and preparing cost volumes in accordance with RFP requirements
  • Supporting risk and opportunity assessment and quantification, and generating results of risk analyses to support bid or commitment decisions
  • Acting as the primary interface with DCAA/DCMA during audits, supporting customer evaluation/ fact-finding, and negotiations.
  • Thoroughly review proposal pricing of other analysts to assure compliance and quality
  • Mentor and train junior pricing and estimating professionals on the team in support of company goals and objectives.

This requisition may be filled at either a Level 3 or a Level 4.

Basic Qualifications:

Basic minimum qualifications for a Level 3 to be considered for this position:

  • Bachelors Degree in Business/Mathematics or related area.
  • 6 Years of direct experience in Pricing with Bachelor's Degree or; 4 Years of direct experience in Pricing with Master's Degree.
  • Eager to learn, with excellent communication and self-motivational skills to meet deadlines.
  • A team player, independent, proactive and possesses excellent problem solving and organizational skills.
  • Ability to multi-task and handle non-standard work hours.
  • Proficient in Microsoft Office suite of tools/applications. Intermediate to advanced Excel skills required.

Basic minimum qualifications for a Level 4 to be considered for this position:

  • Bachelors Degree in finance/accounting/mathematics/business
  • 10 Years of combined experience in Pricing/Finance/Contracts/Business, with at least 6 years of direct Pricing experience with Bachelor's Degree; 4 Years of direct experience in Pricing with Master's Degree.
  • Eager to learn, with excellent communication and self-motivational skills to meet deadlines.
  • A team player, independent, proactive and possesses excellent problem solving and organizational skills.
  • Ability to multi-task and handle non-standard work hours.
  • Proficient in Microsoft Office suite of tools/applications. Intermediate to advanced Excel skills required.

Preferred Qualifications

Candidates with these desired skills will be given preferential consideration:

  • At least 4-8 years of experience in the US government defense industry contracting.
  • Ability to learn and master Northrop Grumman Information Systems pricing and cost estimating tools.
  • Ability to work and interface with various levels of personnel and management across multiple divisions/Sectors.
  • Active Secret clearance or ability to obtain a Secret clearance
  • Knowledge of TINA and FAR.
