Policy Analyst 3/4

Northrop Grumman Enterprise Services and Chief Strategy Office (ES&CSO) is seeking a skilled and experienced Policy and Procedure Analyst 3/4 to join our rapidly growing Process Excellence team and have an immediate impact on decision-making to help address some of the organization's most significant and complex challenges.

Responsibilities include but are not limited to:

  • Actively engaging in the design, development, and implementation of global Knowledge Management (KM) strategies.
  • Developing KM governance structures and processes for implementing KM programs and systems and providing thought leadership on current best practices in KM, portal design, and intellectual capital and content management.
  • Applying expertise in KM tools and deploying information management and content management strategies and experience
  • Comprehending and recognizing key barriers to KM behavioral change and developing effective change management programs
  • Analyzing business processes, interviewing stakeholders, and evaluating strategic and IT plans to develop KM programs
  • Applying knowledge management promotion techniques, such as relationship management, goals & measurements, knowledge-sharing rewards, training, user surveys, communications.
  • Using deep knowledge in enterprise knowledge management, information architecture and taxonomies and tools including: knowledge management technologies, portal management (SharePoint),website usability, databases & repositories, subscription management, collaborative & social software, content & document management, search engines, expertise locators, taxonomy metadata, metrics reporting & analytics, workflow and process automation applications; strong technical knowledge of systems such as SharePoint, SQL, Office, Open Text, and MS FileStream
  • Demonstrated understanding of online usability best practices and approaches; knowledge asset acquisition & classification process and tools, such as enterprise taxonomy models, knowledge mapping, after-action reviews, lessons learned, innovation & idea-generation, and people profiles

Basic Qualifications for a level 3:

  • Bachelor's degree in computer science, library science or a related field with at least 6 years' of relevant experience or equivalent combination of education and experience
  • Strong technical knowledge of systems such as SharePoint, SQL, Office, Open Text, MS FileStream
  • Experience designing and implementing collaborative knowledge management systems, e.g., SharePoint, Huddle, and Google Docs
  • Knowledge-Centered Service certification and experience establishing a KM Program utility industry experience preferred
  • Previous experience leveraging APQC or similar Knowledge Management framework
  • Strong consultative skills and experience with leadership at multiple organizational levels
  • Creative and innovative thinking
  • Proficient in other MS Office applications such as Excel, PowerPoint, and Word.
  • Strong organizational skills, including an ability to manage multiple projects and competing deadlines
  • Strong interpersonal and oral/written communication skills
