Operations Technical Manager 2, Launcher System Operations

The Process Area technical managers for Launcher Operations will oversee a cross-functional team consisting of Manufacturing and Industrial Engineers and will be responsible for providing daily floor support to WIP processes such as processing material discrepancies, optimizing sequence of operations, defining MI for routings, identifying continuous improvement opportunities to improve efficiency that may include process or equipment changes, tooling and shop aid needs to improve throughput. The team will focus on creating and managing production routings, perform time studies to establish accurate labor standards, assess and optimize workflow within and across process areas, analyzes production processes and output quality to improve efficiencies in plant and productive yields, assigns lead time planning data to make items and work to reduce overall process waste.

Roles and Responsibilities:

The management role will be 70-80% technical leadership and 20-30% functional. Core job responsibilities consist of:

  • Lead the team to monitor and improve manufacturing processes, increase efficiency, reduce product cost and improve yields on all products
  • Expected to have competent knowledge of all processes on the floor and providing technical oversight of direct reports work
  • Plans and designs manufacturing processes, procedures and production layouts for component & assembly processing and material handling
  • Incorporate inspection and test requirements into the production plan. Inspects performance of machinery, equipment, and tools to verify their efficiency, and investigates and initiates corrective action of problems and deficiencies to ensure product quality
  • Ensures processes and procedures are in compliance with regulations and customer requirements
  • Provides guidance to engineering regarding design concepts and specification requirements to best utilize equipment and manufacturing techniques
  • Designs sequence of operations and specifies procedures for the fabrication of tools and equipment and other functions that affect product performance
  • Coordinate the optimization of manufacturing instructions, labor standards and work measurement specific to process area operations
  • Develops manufacturing processes that are applicable to statistical process control, and develops those techniques
  • Act as main process area interface when investigating, identifying and resolving process performance issues. Understand impacts to production and coordinate providing alternate processing recommendations
  • Considered the prime point of contact to others within the organization and expected to brief upper management of technical aspects of core team's projects, product issue resolution, personnel development plans and status, organization issues/progress
  • Interface with Process Area Managers (PAM's), Operations Program Managers (OPM's) and Programs on a daily basis to understand technical issues and where we need to focus efforts in supporting production
  • Frequent contact with customer representatives concerning projects, operational decisions, scheduling requirements, or contractual clarifications
  • Manage assignments to employees based on production support and process improvement opportunities
  • Administer and oversee technical program/project execution by managing scope, tasks/schedules/cost projections for all projects
  • Provide detailed headcount forecasting and work to improve cost center yield
  • Directly involved in Cost Account Management responsibilities providing technical support to programs
  • Personnel management duties including supporting career development, employee engagement, time approval, staffing, yearly reviews and all other related activities
  • Support the identification of and improvement for product specific safety issues and process specific safety issues
  • Support the identification and procurement of new equipment and facility preparation/improvement
  • Assist in coordinating training activities for new equipment and processes
  • Support estimating activities for new or existing products as requested

Basic Qualifications:

  • Bachelor's degree
  • Minimum 6 years of experience in a factory environment with fabrication, machining and assembly based processes. Career experience may be considered in lieu of a degree
  • Demonstrated success in technical project management
  • Strong leadership, organizational, interpersonal and communication skills.
  • Must be able to obtain a secret clearance

Preferred Qualifications:

  • Degree in Mechanical Engineering or related Engineering discipline.
  • Continuous improvement Lean Six Sigma Green/Black Belt including extensive use and understanding of statistical analysis tools
  • Proficient in basic and parametric solid model design
  • Exposure to Siemens Teamcenter PLM system
  • Demonstrated success in leading, collaborating and developing cross functional teams on complex technical projects
  • Expertise in a manufacturing environment, with demonstrated experience running a work cell or engineering group
  • Demonstrated experience in facilities and capital planning, resource and capacity planning
  • Prior success in leading and developing a strong technical staff
  • Have a strong background in the manufacturing of marine based systems
  • Working knowledge of welding, forming, machining, assembly, and testing in a production manufacturing operation
  • Hands on experience in the assembly of NGMS products and supporting processes
