Northrop Grumman Marine Systems, a historical campus in Sunnyvale, CA, specializes in the development, manufacturing, assembly and testing of missile launching and handling systems, propulsion and power generation systems for naval surface ships and submarines. Our products are built nowhere else in the country. We are seeking an Operations Systems Engineer 3 to join our team. This individual will working as a resource planner and estimator of factory direct and indirect labor. You will be working closely with program office, finance, engineering, operations, pricing, contracts and supply chain peers, so great communication skills are essential.

Responsibilities include the following:

  • Develop resource requirement plans for backlog and new business opportunities. Determine resource requirements by process area using EACs and IMS dates. Perform what-if scenarios based on program timing changes, material availability and capacity. Perform AOP Strategic Planning; work force demographics, training strategies and alternative program demand scenarios.
  • Analyze specifications, statements of work, bills of material, sample layouts, etc. and calculate labor hours based on history, analogous data, or similar projects for the proposal.
  • Collect, maintain, and prepare cost data from internal and external organizations, create cost models for cost estimating elements, prepare cost analysis and present findings to management, contract personnel, proposal coordinators, customer representatives and government price auditors.
  • Coordinate multiple proposal requests and provide support in fact finding meetings. Participate in cost and pricing reviews with management, customer representatives, provide support to the contract negotiating team and perform other duties as assigned.

Basic Qualifications:

  • Bachelors degree in a STEM discipline (Science, Technology, Engineering or Math) and 5+ years or relevant work experience; or a Masters degree in a STEM discipline with 3+ years of relevant work experience.
  • Understanding of full business cycle; cost estimating to budget forecasting/planning of resources
  • Experience with MRP systems
  • Excel proficiency, including macros and pivot tables
  • Ability to obtain a Secret clearance

Preferred Qualifications:

  • Degree in manufacturing or industrial engineering
  • Familiarity with the manufacturing of turbines, gears, and other components utilized by the United States Navy in their submarines and surface ships.
  • Understanding of development of Resource Planning Packages and appropriate staffing levels based on budget goals, program demand, and yield/rate goals.
  • Understand capacity planning; develop what if program demand scenarios.
  • Perform monthly, quarterly, annual resource planning activities.
  • Understanding of labor and support labor relationships
  • Concise communication, planning, and organizational skills
  • Strong interpersonal and emotional intelligence skills, a team player
  • Sound reasoning and mathematical skills including an understanding of learning curve theories
  • Understanding of recurring and non-recurring manufacturing labor processes and statements of work
  • Ability to design, update, and implement new cost reports and/or models
  • Basic understanding of Risk Management, Continuous Improvement, Labor Learning impacts.
  • MS Office (Excel, Word, Powerpoint, etc.)
  • SAP
