What You'll get to Do:

Northrop Grumman Mission Systems Philadelphia Assembly and Test Site is looking for an Operations Project Manager to support electromechanical submarine/surface systems projects in our Philadelphia, Pennsylvania facility. The ideal candidate will have a background in large mechanical systems and the unique product lines and manufacturing processes that support such systems.

Ideally the Operations Project Manager will have a technical background in a hardware engineering discipline; electrical/ mechanical manufacturing experience; solid organizational skills; an ability to lead program teams to achieve program milestones and delivery objectives; program planning and scheduling skills; solid communication skills; and familiarity with
earned value management, as well as a strong problem solving mindset.

The successful Operations Project Manager will have the following duties:

  • Act as primary liaison with the Site Manager with regards to assigned production operations.
  • Responsible to maintain an accurate operations Integrated Master Schedule(s) (IMS) ensuring alignment with Master Program Schedule(s) for production programs.
  • Manage change control for the product to resolve issues/defects in production quickly and effectively including working with Project ME Lead to resolve hold codes in a timely manner
  • Responsible for the manufacturing operations content of proposals, including coordinating the inputs with Project ME Lead.
  • Focal point in driving First Time Process Reviews (FTPRs), Manufacturing Process Development, Continuous Improvement, and affordability initiatives related to their specific program(s).
  • Manage risks and opportunities for all operations scope related to cost and schedule.
  • Collaborates with Site Manager and all functional organizations to resolve any operations conflicts or challenges.
  • Provide Manufacturing inputs to internal reports, including the generation and management of RTG plans.
  • Ensures that the required manufacturing and test resources are forecasted and secured to execute the job (touch labor and other personnel, equipment & facilities).
  • Manages Inventory Lead and all material receipts, kitting and shipping.
  • Responsible for planning and monitoring for assigned project or project area using Earned Value or other standard project monitoring techniques and keeping Site Manager updated on issues impacting the manufacturing cost or schedule performance.

You'll Bring These Qualifications:
  • Bachelor of Science or higher in Engineering or other STEM degree PLUS 9 years of relevant experience (or 7 years with an MS degree)
  • Ability to obtain a Secret clearance (this requires US citizenship)
  • Ability to understand an Integrated Master Schedule and make informed decisions based upon interdependencies
  • Ability to read mechanical drawings
  • Hands on experience with Large Mechanical Assembly and Heavy Lifting Principles
  • Experience and comfortable working on the factory floor in a represented workforce environment
  • Experience in working with suppliers to manage delivery schedules and work arounds
  • Fluency in MS Office Tools with a focus on documentation
These Qualifications Would be Nice to Have:
  • Manufacturing or engineering background in a marine discipline (e.g., Rotating Machinery engineering or manufacturing)
  • Active Secret Security Clearance or higher
  • Experience in implementing new designs and processes into a factory environment
  • Working knowledge and past experience with equipment and tool suppliers
  • Experience with SAP
  • Six Sigma Certification
  • PMP Certification
  • CAM Experience
  • Experience with both development and production hardware projects
