Mission Assurance Manager 3

Northrop Grumman Mission Systems Sector is seeking a Manager, Mission Assurance 3 to lead our team of qualified, diverse individuals located in San Diego, CA and Baltimore, MD. The selected candidate may reside in either San Diego or Baltimore. If the selected candidate resides in Baltimore, the candidate will be required to travel at least 50% of the time in year one, tapering down to 25-50% in following years.

The Mission Assurance Manager provides the required independent oversight for the respective system designs, product builds, testing, integration and support required for a Business Unit (BU) within the Airborne CRISR Division MA. The Mission Assurance Manager reports to the Division Mission Assurance Director. As a key leader, partner and essential member of the Airborne C4ISR leadership team, the Mission Assurance Manager will lead a high performing Mission Assurance team and will be responsible for assuring the overall success of the programs in the BU.

The qualified candidate will have demonstrated success leading broad organizations within cost and schedule while achieving a high level of employee engagement. The position requires a solution-based orientation, unwavering ethics and values, and the demonstrated ability to be a trusted partner. Candidates must demonstrate a proven track record of solving complex problems through systematic and objective evaluation of information resulting in effective communication, championing, and implementation of change with a diverse set of internal and external customers and suppliers. Drives and implements industry practices and strategies to predict where Mission Assurance and Quality functions and work products will evolve.

This position has significant senior leadership influence, acts as thought leader and requires a candidate with strong executive presence and decision-making skills with the ability to lead in an environment of ambiguity and continuous
change. This position has significant executive level reporting as well as required administrative reporting.

The ideal candidate will have a knowledge of developing and implementing Quality Management Systems across the Program Life-Cycle along with a broad knowledge of end-to-end program lifecycles in a DOD environment and hands-on experience managing the quality processes in every phase of a technical program from proposal activities through delivery and site installations of systems.

The candidate shall have the ability to integrate, engage and lead a Mission Assurance team to perform at a top level of performance while driving improvement in the team dynamics. The candidate will be expected to drive quality processes throughout the entire organization along with leveraging their experience/background to bring alternative ideas/solutions to drive continuous improvement of business processes. The candidate will be required to have strong collaboration skills, demonstrated capability to partner cross-IPTs/cross-discipline/cross-function. Ability to develop and present tactical and strategic executive material outside the immediate work function are desired.

Roles and responsibilities:

  • Leads operations for the Mission Assurance function inclusive to administration of budgets, schedules, and performance standards as well as leading proposal efforts for the Mission Assurance team.
  • Assures compliance in quality, risk management, safety, process improvement, and subcontractor and supplier quality in accordance with contractual requirements and drives forward early predictive indicators of risk.
  • Leverages comprehensive metrics, customer and employee feedback to assess program performance and risks, and determines resources to ensure mission success.
  • Sets the strategy to meet customer's expectations, regularly communicates program status. Provides situational awareness and executive level communication both internally and externally.
  • Promotes the professional development of the Mission Assurance workforce and fosters a collaborative culture that sustains the momentum around employee engagement and inclusion, affordability, innovation, value growth and continuous improvement.
  • Provides clear assignments, helps employees connect their efforts to the bigger picture, creates an inclusive work environment characterized by mutual respect and the valuing of differences, and builds a culture that motivates employees to their highest levels of performance. Influences Leadership development with the focus on strong succession planning and strategic leadership movement and partners with Business leaders to build the leadership depth that supports our Succession Planning process. Supports the Business Acquisition Process by participating in proposal reviews, assessing program start-up readiness, and providing status of proposal activities.

Basic Qualifications:
  • Bachelor's Degree in an engineering, technical, or other related discipline
  • 5+ years of experience in managing individual contributors and Managers
  • 10+ years of relevant experience in disciplines such as quality, program management, engineering and manufacturing
  • Demonstrated understanding of the program / product lifecycle in the areas of new business pursuit, design, supply chain management, receiving operations, inventory control, production control, product test & evaluation, reliability, root cause analysis, product sell off, shipping and product support as they apply to quality.
  • U.S. citizenship with the ability to maintain a Department of Defense Secret clearance
  • Current, active Secret Clearance, or higher
  • Ability and willingness to travel as needed

Preferred Qualifications:
  • Familiarity with ISO 9001 / AS9100 Quality Management System certification process.
  • BS Degree in an engineering discipline with Master's degree in an engineering or management field.
  • Systems Engineering experience
  • Defense Industry experience as a Program or Project Manager, Quality Manager, Engineering Manager or Manufacturing Management
  • Lean / Six Sigma Green or Black Belt certification to drive continuous improvement.
  • Well versed in the principles of Earned Value Management.
  • Demonstrated ability to apply strong analytical skills.
  • Ability to acquire a Department of Defense Top Secret clearance or higher.
