Mission Assurance Manager 3

Northrop Grumman Mission Systems Sector is seeking a Mission Assurance Manager 3 to lead our team of qualified, diverse individuals located at the McClellan site in Sacramento, CA. Relocation assistance may be available.

The Mission Assurance (MA) Manager will be responsible for leading the MA Airborne and Terrestrial SIGINT (A&TS) Operating Unit (OU) function of Surveillance & Electromagnetic Maneuver Warfare (EMW) Business Unit; a critical business for the Airborne C4ISR Systems Division within the Mission Systems Sector. A&TS primary provides systems design, development, manufacturing, integration, and test of SIGINT Systems for various customers. This position also provides quality support for some Cyber and Intelligence Mission Solution programs.

As a key leader, partner and essential member of the A&TS leadership team, the MA Manager will lead a high performing MA team responsible for program mission assurance, software quality assurance, inspection, instrument services and calibration and process compliance and effectiveness to ensure the quality of products and services. The qualified candidate will have demonstrated success leading program teams, driving change within the organization, interfacing with customers, managing cost and schedule while achieving a high level of employee engagement. The position requires a solution based orientation, unwavering ethics and values, and the demonstrated ability to be a trusted partner. Candidates must demonstrate a proven track record of leading multi-function and technical working groups, solving complex programs through systematic and objective evaluation of information resulting in effective communication, championing, and implementation of change with a diverse set of internal and external customers and suppliers.

Role and Responsibilities:

Promotes the professional development of the Mission Assurance workforce and fosters a collaborative culture that sustains the momentum around employee engagement and inclusion, affordability, innovation, value growth and continuous improvement.

Leads planning and budgeting activities along with supporting the business acquisition process, proposals, schedules and performance standards.

Responsible for alignment of MA activities with evolving business needs and gate reviews across the life cycle.

Assures compliance in quality, risk management, safety, process improvement, subcontractor and supplier quality in accordance with contractual requirements.

Leverages comprehensive metrics, customer and employee feedback to assess program performance and risks, and determines resources to ensure mission success.

MAQEA

Basic Qualifications:

Bachelors of Science degree in an Engineering or technical field.

10 years of experience in Quality / Quality Management and/or Program Management.

5 years of experience managing individual contributors, managers, and cross-functional teams

Demonstrated understanding of the program / product lifecycle in one or more of the areas: new business pursuit, design, supply chain management, receiving operations, inventory control, production control, product test & evaluation, reliability, root cause analysis, product sell-off, shipping and product support as they apply to quality.

Well versed in the principles of Earned Value Management.

Strong written and verbal communication, analytical and problem solving skills

Preferred Qualifications:

Familiarity with ISO 9001/AS9100 Quality Management System and CMMI-DEV certification process and Program Execution Framework.

Lean / Six Sigma Green Belt (or higher) certification to drive continuous improvement.

Hardware assembly/production environment experience.

Familiarity with SAP.

Ability to acquire a Top Secret clearance.
