Mission Assurance Manager (2)- San Diego, CA

Northrop Grumman Mission Systems sector is seeking an experienced Mission Assurance Manager to join our team in San Diego, CA.

Responsible for the direct management of the Mission Assurance Leads assigned to programs. Define and monitor mission assurance program specifications and processes to ensure mission success of programs. Perform or assure quality, risk management, safety, reliability and maintainability of program achievements, subcontractors, and suppliers in accordance with contractual requirements. Assess program performance and risks, and determines resources to ensure mission assurance. Implement the division QMS and continuous improvement activity. Execute Division Affordability Strategy.

Roles and Responsibilities:

Manage Mission Assurance leads to:

Implements and measures programs and scales effort appropriately and in accordance with OU expectations. Hires Mission Assurance staff.

Ensure critical process areas and roles identified through the PM Pro tailoring process are effective to ensure mission success and the effectiveness of the QMS processes.

Provide the Program Manager with an objective identification and assessment of program risks and opportunities and an evaluation of the efficacy of the risk management approach throughout the program lifecycle.

Communicate risk and opportunities to the Program Manager based upon credible knowledge supported by quantitative and predictive analysis when possible.

Establish an integrated and executable mission assurance plan and supporting plans that align with contractual requirements and stakeholder goals prior to contract start; maintains the planning throughout program execution to ensure proper alignment with requirements and goals. Proactively identifies, records, and follows-on to ensure closure of Corrective and Preventive action System (CPAS).

Ensure correct and effective quality metrics are utilized on programs.

Ensure MA engagement start in pre-proposal phase of the BAP or earlier. Roadblocks are quickly identified and elevated for MA management attention and intervention with BD. Proposal artifacts and best practice repository is made available to the team.

Advocates and implements continuous improvement opportunities, providing leadership and guidance in identifying and executing tasks to increase the efficiency and effectiveness of program performance.

Ensures effective program quality metrics are defined, measured, and reported.

Investigates quality problems, issues, and failures through root cause investigation and corrective action implementation.

Evaluates Gate Review, Corrective and Preventive Action System (CPAS), Intranet Program Review System (IPRS), Supplier Assessment Management System (SAMS), and other QMS data to understand and address systemic issues.

Evaluate and enhance effectiveness of CPAS and RTG actions. Improve Root Cause Evaluations.

Develops and leads organization in the execution of the Division Affordability Strategy. As part of this, identifies and leads significant organization continuous improvement efforts, focusing on high impact improvements.

Responsible for the Division Internal/External Assessments/Audits Capability Maturity Model Integration (CMMI), AS9100).

Manage and Software Quality Engineers to:

Implementsand measures software implementation across the programs and scales appropriately and in accordance with OU expectations. Hires Software Quality Engineering staff.

Investigates OU Software quality problems, issues, and failures through root cause investigation and corrective action implementation.

Manages Software Quality Engineers responsibilities on programs, and Software Quality Engineers processes, procedures, strategies, criteria, and tools.

Provides oversight and advocacy for common across the OU.

Responsible for defining and monitoring QMS implementation of SW policies and procedures.

MAQEA

Basic Qualifications:

Bachelor's degree in a Technical or Business discipline with 10 years of progressive experience.

5 years of experience acting in a leadership role.

Excellent written, verbal, interpersonal, communication, leadership, and mentoring skills with confidence to brief upper management.

Must have a current active a DOD Secret Clearance and be able to obtain a Special Program Access clearance.

Preferred Qualifications:

BS or MS Degree is a STEM field or MBA

Attention to detail coupled with the ability to quickly learn, assess, evaluate new processes/procedures, and staffing requirements with minimal supervision

Experience selecting and coordinating key metrics and subsequently presenting meaningful data for project review, and ability to generate and analyze quantitative data.

Demonstrated ability to drive risk mitigation, opportunity capture, and issues resolution across all stakeholder disciplines throughout all phases of the product development lifecycle on a fast paced, complex, dynamic, high visibility program

Familiarity with hardware and software integration, development, and production programs

Demonstrated direct application of process management and control on software, hardware development, system integration, and production program in a management capacity

Previous experience as a functional manager

SAP experience

Experience as a project manager, program manager, or technical program lead

Bid and proposal writing, and budgeting experience
