Military Trainer 2
The contractor shall plan and facilitate Table Top Exercises (TTX) in order to validate scenarios and processes as developed through scenario modeling and process development tasks (Tasks 3.2.7-3.2.11). The TTX support will include exercise materials preparation, stakeholder engagement, planning and coordination, facilitation, and lessons learned/action item capture. The TTXs will focus on the Operations Directorate and may include integration with subordinate commands and other external parties as required. Outputs from the TTX will be used to finalize exercised scenarios or processes.
This task shall include support to command-level exercise development through participation as directed in planning conferences, command exercise working groups. Support would include providing inputs to exercise scenarios and Master Scenario Event Lists/inject development with the intent to align exercise objectives to developing processes and procedures, and include the wrap-up activities through exercise observation and lessons learned/action item capture.
The contractor shall support continued development of the Operations Directorate operational drills to support staff training on defined processes and procedures driving the commander's decision-making process and immediate actions.
The contractor shall support the Operations Directorate leadership to define new drill topics and will update existing drill materials as required to reflect changes in procedures. Operational drills will incorporate subordinate entities and other external entities as required.
The contractor shall support MARFORCYBER in identifying required updates to drill facilitation schedules and support the training officer in executing the drills.
The contractor shall support the continuous analysis and documentation of subordinate organizations, including MARFORCYBER-aligned Cyber Mission Force (CMF) entities. The intent is to fully understand subordinate command missions, functions, tasks, and organizational constructs in order develop processes that integrate the operational and tactical levels of war.
The mission and operational analysis activities will include research and data collection, including potential site visits to subordinate organizations for observation and interviews.
The contractor shall support the validation of products with subordinate organizations as appropriate.
The contractor through coordination with the Training, Readiness, and Exercise section leadership, shall identify, define, document, and assist with improvement and implementation of MARFORCYBER Operations Sections, Training Management processes and procedures, as outlined by the MARFORCYBER Training Policy.
The Contractor shall support the development of detailed SOPs to support the Exercise Planning & Facilitation framework used by MARFORCYBER; these detailed procedures will continue to expand MARFORCYBER's participation and outputs in and throughout the entire exercise lifecycle.
The Contractor shall support expansion and revisions to the command's Exercise Planning & Facilitation Guide.
3 or more years direct work experience in work of similar size and scope.
B.A. or B.S. Degree from an accredited institution
OR, 6 or more years of directly relevant military experience may be substituted for this degree requirement.
