Roles and Responsibilities:
The Test Manager will provide the team direction on test team processes and procedures, and provide guidance on testing best practices. The Test Manager will coordinate closely with the Functional and Development teams to ensure requirements are clear and expectations on the delivery of functionality are set between the teams.

Lead the software testing function including smoke testing, functional testing, automated testing, system testing, performance testing, end-to-end integration testing, and support for Government / IV&V testing
Develop and manage formal system test procedures and reports
Manage customer reports and deliverables test plans, test case specifications, test results, weekly test metrics, test incident reports, test defect summary reports, test summary reports, SOPs
Manage and coordinate defect testing
Maintain performance metrics and report status of test progress to Program Management and customer, and respond to customer inquiries
Document and manage all test anomalies and actively support the investigation and resolution of all anomalies
Develop and track closure plans for issue closure and risk mitigation.
Manage test program compliance with applicable policies, procedures, standards and all contract requirements
Coordinate with other program SDLC managers/leads to accomplish program objectives
Analyze new functionality and provide assessments and levels of effort for the testing function
Manage testing function to comply with release deadlines
Assign workload to staff
Manage direct reports including writing mid-year and annual performance appraisals, ensuring highly engaged team, and providing career guidance and growth opportunities for staff
Basic Qualification:
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
Bachelor's degree Computer Science, Information Systems, Business or related field with a minimum of 8 years overall experience in software development and testing
2 years of experience managing/leading a team of diverse Test Engineers
Strong coordination, negotiation, and decision-making skills to manage staff, partners, customers and other stakeholders
Must have experience generating requirements test matrix and test scripts from the functional requirements documents
Must be able to exercise application software and architecture sufficient to prove or disprove the tests success
Be able to convey the results of the test both verbally and in writing to management, stakeholders and customers
Be able to present and lead test readiness gate reviews involving customers
Must have hands-on experience in executing automated testing scripts
Knowledge of Microsoft Project
Must be either US Citizen
Must be able to obtain a clearance

Preferred Qualifications:
Candidates with these desired skills will be given preferential consideration:
Experience in consulting to the Defense Health Agency (DHA)
Experience with the Theater Medical Information Program Joint (TMIP-J) legacy systems including AHLTA-T, TC2, MCC, TMDS, MMM, DTRS, MSAT, TRAC2ES, DCAM
Experience with MHS Genesis
Experience with healthcare data integration standards such as HL7 and FHIR
Experience using automated and performance testing tools such as SonarQube, Selenium, HP Unified Functional Testing (UFT), and Performance Tester
Active Secret clearance and/or DHA Automated Data Processing/Information Technology (ADP/IT) I clearance
Experience in healthcare industry
Past experience working in CMMI Maturity Level 3 environment, supporting Government programs
Experience with Section 508 testing
