Northrop Grumman Aerospace Systems has an opening for a Systems Engineering 3 Department Manager, to join our team of qualified, diverse individuals. This position will be located in Palmdale, CA.

The selected candidate will manage the Systems Engineering Department for the PAICoE Systems Engineering Directorate. They will report directly to the PAICoE Systems Engineering and Electronics and Payloads Director. This manager will set operating objectives and provide guidance to FHR Section Managers (SMs) based on PAICoE goals, objectives, and company policy. Will provide assistance to multiple programs within the PAICoE portfolio (F-35, F-18, and B-2) including the people, skills, and processes for successful achievement of program goals; managing, planning, risk, project performance, addressing cost, schedule, technical quality, and addressing technical or operational problems when necessary. Assists engineers and program staff to develop and maintain talent within the organization. Frequent contact with equivalent level managers and programs to maintain and exceed health and performance for all programs.

Essential functions:

  • Responsible for skills inclusive of Systems Engineering.
  • Provide oversight of all functions within Systems Engineering; including all duties described below for both Missions Systems and Grounds Systems organizations
  • Excellent communication, mentoring, interpersonal skills, and the ability to interface with senior management, peers, and employees.
  • Provides ownership for the people, processes, and tools that support divisions and programs achieve their missions.
  • Accountability for recruiting, staffing and retaining talent to deliver on the objectives.
  • Supporting proposal work, independent technical reviews, program standup and audits, and special assignments on an as needed basis.
  • Owning and leading improvements across employee engagement, hiring, development, training, attraction, and retention of top talent.
  • Mentor, develop, and train your section managers and employees.

.Basic Qualifications:

  • Bachelor's Degree in a Science, Technology, Engineering or Mathematics (STEM) discipline from an accredited university and 7 Years of experience with Bachelors in Science or 5 Years of experience with Masters or 0 Years with PhD
  • Demonstrated expertise in system engineering processes and products throughout the program life cycle, and providing technical leadership and guidance to these discipline areas.
  • Active DoD Secret clearanceand a background investigation within the scope of six years.

  • Preferred Qualifications:

  • 20 year's experience with a Bachelors, 15 years with a Masters, 10 years with PhD. in STEM.
  • Proven performance as a Systems Engineering Leader in all phases of acquisition, design, integration, and execution. Candidate will require ability to rapidly assess and lend guidance to projects assigned to the organizational group as well as demonstrated mentoring and guidance to engineers.
  • Ability to assess program health and performance based on alignment of governing products and delivery schedules: SEMP, CLIN, IMP, WBS, IMS, manufacturing and sustainment plans
  • Requirements authoring to support decomposition of standards into cost-effective solutions; airworthiness, HSI, AI, IA, EEE, ECD, RF Spectrum, and System Safety.
  • Management of customer Master Verification Plan into early and achievable verification criteria into testable specification language to reduce cost within program scope.
  • Experience in LO application, development, materials, processes, and products.
  • Understanding of the application and development of functional and physical architectures, interfaces, requirements analysis, functional decomposition, design synthesis, integration, verification, and validation in large systems using SysML/UML and requirements management tools such as Rhapsody, and DOORS.
  • Experience in Mission Payload and/or Avionics hardware acquisition and design. Development of procurement specifications based on detailed hardware requirements derivation traceable to system level requirements, subsystem and or component Subcontract Management Team (SMT) support.
  • Cognizant Engineering subject matter expert support to software IPT, integration support to Air Vehicle, systems test and systems verification.
  • Integration support to Air Vehicle, systems test and systems verification for any/all: Sensors, Computer Processing and Networks, RF Communications.
  • Experience with the PAICoE Portfolio programs: F-35, F-18, or B-2. Including mission understanding and Trainer and Training Systems.
  • Excellent communication, mentoring, interpersonal skills, and the ability to interface with senior management, peers, and employees.
  • General understanding of NGAS Engineering Processes.
  • Active DoD Top Secret and a background investigation within the scope of six years.with program access(es).
