Northrop Grumman is looking for a dynamic, motivated project manager to lead a high performing team to the next level.

As PM of an existing contract, you will be responsible for a mission critical program as it enhances the existing applications with customer features and simultaneously transitions to the next generation framework. You will be responsible for cost and schedule as well as the technical management of all tasks contained in the SOW. You will ensure that the full range of corporate resources are available to perform the required tasks. You will provide frequent periodic reports on the status of the contract and staffing to the COTR. You will ensure high-quality and acceptable task completion and deliverables from company and subcontractor personnel are in compliance with the SOW. You will be accountable for meeting contractual performance criteria and due dates and successful overall program execution and completion. You will prepare deliverables (e.g., status reports, open issues, etc.) and deliver to the COTR on time. You will lead all program Control Gates. You will develop ECPs, prepare and submit proposals, establish teams and initiate contract work.

You will plan, direct, and coordinate software development activities, including schedules, in concert with the Team Leads. You will perform day-to-day management of the program, and develop long-term and strategic objectives to ensure that end user requirements will be satisfied in future years of the contract. You will consult and coordinate with the COTR for problem resolution, task scheduling, new resource requirements, training needs, and task clarification. You will review and approve all system upgrades including design and documentation artifacts prior to their implementation. You will work with your team to negotiate interfaces between your system and multiple interfacing systems. You will work closely with your team and customer to design and plan the movement of appropriate applications to the cloud.

In addition to your PM responsibilities, you will work with section managers to provide supervision, training, and direction to the project staff, including input to performance plan goal-setting and performance feedback. You will be responsible for providing monthly status to line management; you will provide Program Management Reviews (PMRs) to management on a quarterly basis; and you will provide input on overall program performance into online systems on a monthly basis. Working with the Program Control Analyst (PCA), you will provide input to the Annual Operational Plan, and will meet your program revenue forecasts and goals on a monthly basis. You will participate in employee engagement surveys and work with section managers to provide action plans ensuring all employees are actively engaged. You will work with your team and with other NG resources to leverage NG IRADs, products and capabilities to meet your customer's mission.

Basic Qualifications:
Bachelor's degree and 15 years experience or equivalent. Knowledge and experience leading agile development teams.
Experience with both systems engineering and software development artifacts typical for agile and waterfall projects.
Understanding of legacy environments as well as web environments.
Knowledge of PMF, customer security requirements and A&A process.
In depth understanding of the customer environment and dynamics.
PMP certification
TS/SCI with poly.

Preferred Qualifications:

CSEP certification, ITIL certification, and/or CSM certification
Experience with Intelligence Community missions and systems, support organizations, standards and technology direction.
