Northrop Grumman Mission Systems in Baltimore, Maryland is seeking a Program Manager3 to manage a technology development program related to fabrication of advanced superconducting electronics for multiple applications. The program manager will focus on leading programmatic support activities for teams that are advancing the fabrication of processor and memory technologies at the Advanced Technology Laboratories (ATL) foundry.

The Program Manager will be required to lead a team in the development of the technical approachfor program execution and maintaining a strong relationship with the customer. The candidate should have the ability to work with the technical lead on the program to establish and execute the programmatic activities needed to support the technical direction of the program. The position requires strong oral communication skills and technical writing abilities to support proposal development and briefings to Mission Systems Baltimore senior staff members; Northrop Grumman division, sector, and corporate senior staff members; as well as senior government customers. The position also requires the capability to collaborate with many different stakeholders (including other programs/program teams, the ATL foundry, supply chain, and external suppliers) to support program execution. A technical background in superconducting electronics fabrication is a plus.

As a Program Manager, the individual will direct all phases of programs from inception through completion. He/she will be responsible for cost account management (CAM), routine programmatic status reporting, risk management, serving as a communication liaison between the program and the ATL foundry, and executing a multi-year capital equipment procurement project.

Other responsibilities include:
Create new innovative program concepts and develop business opportunities
Coordinate the preparation of proposals, business plans, proposal work statements and specifications, cost estimates, and financial terms/conditions of contract
Support program review sessions with customer to discuss cost, schedule, and technical performance
Establish the design concepts, criteria, and engineering efforts for product research, development, integration and test
Establish milestones and monitor adherence to master plans and schedules; identify program problems and obtain solutions, such as allocation of resources or changing contractual specifications
Direct the work of employees assigned to the program from administrative areas

Basic Qualifications:
Bachelor's Degree and 8+ years', or Master's and 6 years' experience supporting Department of Defense, Government contracts, or project management in other industries.
Experience leading the execution of delivering on schedule, at cost and achieving all requirements as either project lead, IPT lead or CAM.
Must possess strong organizational and interpersonal skills to communicate effectively verbally and in writing with all levels of management and individual contributors
Ability to travel domestically and internationally
U.S citizen and ability to obtain US Government Secret clearance.

Preferred Qualifications:

Prior experience with execution of a large, multi-year contracts and programs
Prior experience with Earned Value Management (EVM)
