Northrop Grumman, Mission Systems is looking for an experienced Manager, Programs Level 3 to support the Surveillance and EMW Business Unit.
The EA-18G Next Gen Jammer Low Band program is a demonstration and development effort. Within this program, there is a requirement for a Program Manager, Platform Integration, to manage the required aerodynamic and mechanical tasks necessary to integrate the Next Gen Jammer Low Band pod on the Boeing EA-18G aircraft.
The program manager will have direct responsibility for the execution of all aero/mechanical aircraft integration-related tasks. The primary objective of the program manager will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a matrixed-functional organization aligned to common program performance goals.
Develop customer relationships and cultivate customer intimacy to develop further opportunities within the customer community
Leading and directing a cross-functional Integrated Program Team (IPT) to meet program cost, schedule and technical objectives
Development and delivery of presentations to customers, executive management and other program stakeholders
Develop new business opportunities through long term strategic planning, capture planning and proposal development
Knowledge and execution of a variety of proposal and contract types (FFP, CPFF, etc...)
Creation, review and finalization of the program Statement of Work
Negotiation and establishment of schedule milestones, payment, and other key contract terms and conditions.
Adherence to all internal processes for Program Management
Completion and tracking of the Contract Requirements Traceability Matrix
Ensure program team understands & adheres to the contract scope.
Development and adherence to Integrated Master Schedules (IMS)
Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
Thorough risk & opportunity management to include identification, mitigation and realization
Submission of program performance in internal reporting systems (i.e. IPRS)
Coordination of Contract Change Board activities internally and with the customer, to include Engineering Change Proposals (ECP)
Government Property (GFE, CFE, etc.) tracking and management
Addressing workforce planning needs, as needed
Lead and direct engineering for system design integration efforts on a Navy military airborne asset
Be the Lead technical spokesperson for team and direct interface with Navy technical leadership
Assume primary responsibility for the design, analysis, and documentation of vehicle mechanical system integration; the systems will be deployed in an aerospace environment and may have significant electronic content
Direct the activities of Flight Sciences and Mechanical Engineering team and provide technical direction to other stakeholders including Manufacturing, Purchasing, and Quality as necessary
Develop and coordinate airworthiness compliance (including fatigue analysis and testing) for US Navy Customer for both flight testing and production system delivery
Provide technical content for proposals, estimate and track mechanical design costs, create schedule estimates, and make presentations to customers and company management.
BS in Mechanical Engineering or similar discipline with 15 or more years of related experience
Have a thorough understanding of Mechanical Engineering principles, theories, and applications
Demonstrates a solid understanding of flight sciences and mechanical design and analysis best practices and basic understanding of the other engineering integration disciplines such as structural analysis, aerodynamics, thermal management, electrical mechanical design and ILS.
Demonstrates ability to manage business-critical large scale projects requiring creation of project timetables/schedules, resource allocation, manpower forecasting and budgets.
Able to analyze, problem solve, multi-task and meet deadlines
Able to clearly describe results in oral presentations and written reports
Results-oriented with strong personal drive and personal ownership in meeting commitments
Excellent organizational skills and attention to detail.
Able to operate independently with limited supervision
Impeccable ethics; maintains a positive and professional working environment
Active Secret clearance
Advanced technical degree or 20+ years' experience
Advanced Degree in engineering or 20+ years' relevant experience
Active DoD Top Secret Clearance
Prior Program Management experience on an aircraft development program
Prior airworthiness compliance activities and aircraft carrier suitability work with the US Navy
Understanding of Earned Value Management (EVM)
