Mgr Programs 2 - SPALT

Northrop Grumman Mission Systems is seeking a Mgr Programs2 to join our leadership team. This position located in Sunnyvale, CA.

The selected candidate will be responsible for managing the Navy SP Special Alterations (SPALT) program team and providing technical and business oversight for changes. Forecast and plan expenditures and manpower requirements for Depoloyed Support Systems SPALT Services. Establish requirements and provide technical direction for Launcher subcontracts and incentive claims. Develop and/or approve the technical approach and strategy for Launcher related proposals.

Roles and responsibilities:
Directs all phases of programs from inception through completion.
Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
Participates in the negotiation of contract and contract changes.
Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
Establishes design concepts, criteria and engineering efforts for product research, development, integration and test.
Develops new business or expands the product line with the customer.
Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

Basic Qualifications:
- Bachelor's Degree in Engineering or other technical discipline and minimum 5 years Project Planning/Program Management experience in a DoD Environment
- Demonstrated ability to develop and maintain strong internal and external customer relationships
- Excellent verbal and written communication skills
- Must be a US citizen with the ability to obtain a secret clearance

Preferred Qualifications:
- Direct Fleet Ballistic Missile and Trident Launcher experience
- 8 years directly related Program Management Experience
- Advanced Degree in Engineering or Business Management
- Active Secret Clearance
