Mgr Programs 2

Northrop Grumman is seeking to fill a Manager Programs 2 position at our Sykesville MD location. The individual will be working in our Power/Control Systems (P/CS) organization in the quickly expanding and growing modular, scalable power systems and distribution product line.

Roles and Responsibilities:

Directs all phases of programs from inception through completion.
Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
Participates in the negotiation of contract and contract changes.
Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
Establishes design concepts, criteria and engineering efforts for product research, development, integration and test.
Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

Basic Qualifications:

Bachelor's Degree in Engineering discipline with at least 10 years' experience supporting Department of Defense programs.
5 years of Program Management experience on design and development as well as production programs
Experience with cost, schedule and technical performance of company programs or subsystems of major programs.
Experience with preparation of proposals and business/program plans along with evaluating operating budgets and financial terms/conditions of contracts.
Experience with leading program review sessions with customer to discuss cost, schedule, and technical performance.
Experience establishing milestones and monitoring adherence to master plans and schedules, identifying program problems and obtaining solutions.

Must be a US citizen with the ability to obtain and maintain aSecret clearance.

Preferred Qualifications:
Proposal development and negotiation experience.
Background in Navy power systems is preferred.
