Northrop Grumman Mission Systems (NGMS) is seeking a Program Manager 2 to join our leadership team. This position will be located in San Diego, CA. This program manager will be expected to lead complex engineering development programs involving new technology and difficult technical problems, and may be required to lead multiple programs simultaneously.

This senior program manager will support a portfolio of classified and unclassified programs in support of the Advanced Platforms Operating Unit within the Communications Business Unit. This program manager will also be responsible for helping the business area to grow through support of proposals, capture activities and customer engagement. Qualified candidates must possess an active / in-scope Secret Clearance, with SAP clearances preferred.

Specific responsibilities include:

  • Supporting multiple Program Managers with project management, operations, integration and capture support.
  • Familiarity with Classified Program Infrastructure, Integrated Digital Data Environments, Software Tools Instantiation across multiple functions including ES&T, Program Management application toolset
  • Ability to coordinate classified program requirements for capture activities, across multiple disciplines
  • Responsible for program execution and capture of new business through organic growth, ECPs and competitive captures
  • Responsible for the cost, schedule and technical performance of major development programs
  • Participates in the negotiation of contract and contract changes
  • Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract
  • Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications
  • Coordinates staffing/engineering resource and facility needs with functional areas for programs within their program portfolio
  • Provide for an open and collaborative relationship with customers, subcontractors, business unit leadership, and within related division and sector interests
  • Exhibit robust leadership characteristics and emotional intelligence skills in all activities

Successful candidate will have the ability to work under minimal supervision. Must be a self-starter, able to formulate questions and seek answers, prioritize tasks, manage deadlines, and work with others to achieve goals, often under tight deadlines. Good written and oral skills are essential.

The principal job location is in San Diego, CA. Occasional travel to other site locations will be required.
Basic qualifications:
  • Bachelor's degree in Engineering, Management or other relevant degree
  • 10+ years of work experience in Aerospace/Defense or Intelligence Communities (IC), working in classified environments
  • Active Secret (in-scope) clearance
  • Must have the ability to obtain SAP / SAR clearances
  • Demonstrated experience as a program manager with a track record of achieving results
  • Experience with earned value management system (EVMS)
  • Demonstrated success in leading and developing cross-functional teams

Preferred qualifications:
  • Current SAP/SAR Program clearances
  • TS/SCI DoD clearance
  • Experience creating opportunities with classified program communities
