Mgr Engineering 2

Northrop Grumman is seeking a Manager of Engineering.

Our ideal candidate will provide engineering, pricing, and administrative support for privatization of electric, gas, water, and wastewater utility systems at Air Force, Army, and DLA Installations.

Specific duties include:

  • Manager and reporting official for 5 personnel. Assigns employee work assignments, approves and monitors employee travel, approves employee time cards, conducts employee staff meetings, and reviews employee deliverables prior to submittal to client.
  • Provides Utilities Privatization policy inputs as requested by client. Reviews Request for Proposals and Utility Specific Section JA Requirements.
  • Evaluates technical and price proposals.
  • Leads multidiscipline teams to consensus on their technical and price evaluations.
  • Writes and coordinates evaluation reports.
  • Participates in contract negotiations; identifies issues, reviews offer comments, and drafts Government responses.
  • Drafts contracting documents to include Source Selection Decision Documents and Source Selection Authority briefings.
  • This position is for a telecommuter. Phone and computer will be provided. Telecommuter must live within a two hour drive of Lorton VA to allow attendance of meetings.

Basic Qualifications:

o BS Degree Electrical, Mechanical, or Civil Engineering with minimum 10 years experience

o Experience with military Utilities Privatization program requirements and policies

o Experience providing technical support to Source Selection Decision Authority

o Minimum of 5 years of people management experience

o Experience with government contracting, project management and working with the military
