This position is for the Department Manager (DM) of Design and Vehicle Integration, reporting to the Vehicle Engineering Director, Palmdale Aircraft Integration Center of Excellence & Oklahoma City (PAIC-CoE and OKC). The DM will be responsible for a growing organization of six section managers with over 100 employees; the majority of personnel are in the South Bay (El Segundo and Redondo Beach).
This department's charter is to maintain and evolve capability in Structural Design and Vehicle Integration Engineering for all PAIC & OKC Engineering programs in South Bay (El Segundo/Redondo Beach) that will continue to enable innovative solutions for platforms. Section disciplines include Primary and Secondary Structures Design, Integration/Mechanical Design, Mechanical Design Advanced Programs, ECS/Hydraulics & Fuel, Propulsion, Electrical Power System & Cable Harness Engineering, Mechanism Design, and Integration. Travel will be required to support the sector alignment strategies, Independent Review Teams, NAR/ICE, and functional homeroom duties.
Primary staffing duties are to coordinate with program and their staffing needs; appropriate requisition, timely fill of those requisitions, and prepare status to staffing Tech Ops rhythm meeting. Ensure all POST are up-to-date, track and update Taleo requisitions as required. Guide the department on growing pipelines of engineering bench strength with initiatives such as PATHWAYS Engineers, "Grow Our Own" cross VE department's discipline rotation, support RT&E inter-directorate rotation, and inter-CoE rotations. Maintain department DM Playbook on VE Directorate site.
The selected candidate will collaborate with programs, develop and report LRAP staffing projections to the business management team. Develop cost estimates for training as required, and support engineering proposal BOE estimating/sign-off. The selected candidate will also support business management team with associated operational data and manage staffing budget as required. Environment is fast pace, will require some travel to support hiring objectives. Special assignments are anticipated to support critical program milestone objectives. These will include additional leadership responsibilities to ensure engineering excellence and driving closure to achieve those objectives. Develop and provide training, career coaching, career growth and ensure retention and engagement remain a priority. Ensure adoption of program and functional performance metrics collection and reporting as required by our Engineering Dashboard. Responsible for timely updates and supporting metrics rhythm meetings. This department manager will participate as a contributor to the Community of Practice (CoP) responsible for sector guidance to all other CoE's that may have requirements performing on the sections' disciplines in the department. As the CoP lead/contributor you will be responsible to assist with promotion/planning to help the CoP lead obtain budget to define/update/maintain methodology, processes, tools, training, and associated manuals that may be common across sites (or CoE's).
•Provide oversight of all major functions within Vehicle Engineering South Bay Design and Vehicle Integration Engineering
•Key responsibilities include long range planning, and full responsibility for all aspects of functional homeroom performance.
•Provide ownership for the people, processes, and tools that support divisions and programs achieve their missions.
•Determine organizational objectives with a long term perspective for desired results and alignment for overall long range plans and corporate wide strategy.
•Accountability for recruiting, staffing and retaining talent to deliver on the objectives.
ABET accredited Bachelor degree in Mechanical Engineering, Aerospace Engineering, and/or Civil Engineering with appropriate aircraft and or spacecraft design experience.
Minimum 9 years of aircraft or spacecraft structures and/or subsystem design/analysis/architecting experience required
Experience leading large engineering organizations on aircraft or spacecraft vehicles.
Experience in staffing forecasting.
Experience in a technical leadership/management role and demonstrated negotiation of placement of engineering personal with programs, of experienced engineers and/or new grads/interns.
Active Secret DOD Clearance within scope is required to start.
Master's Degree in Mechanical Engineering, Aerospace Engineering
The ability to obtain and maintain a DoD Top Secret clearance and Special Program Access.
Recent experience with aircraft or spacecraft development on structural design, systems integration, and/or subsystems.
Recent experience with Build-To-Package development, functional management, resolving tool and process issues.
Experience with CPLM, Teamcenter, CATIA V5 and/or NX-CAD
Recent experience as IPT or PM a plus
Experience with BTP development, applicable notes, BOM, sign-off process. Design reviews and GD&T knowledge
Knowledge of giver/receiver PDP, ADP, outlined in NGC CCOMs
Knowledge of DAC process, and supported PDRs and CDRs
Experience with CDRL deliverables and customer interface (NAVAIR and AFL)
Experience implementing action plans based on metrics and/or root cause/corrective issues.
Team player and demonstrated exceptional collaboration.
Top communication skills both written and verbal.
