The Manager of Technology Strategy and Enterprise Management Services will interface with other manager within the Tier 3 Enterprise Architecture Engineering and Technical Services organization as well as across other program organizations including Tier 1 and 2 Operations and Program Management. He or she will manage a technical team of enterprise architects and engineers responsible for the definition, design and engineering of enterprise and system architectures for new or existing complex technology services, computer systems and program services that address business requirements and that fit with the company's and program's architecture standards.

The team will integrate and collaborate with infrastructure, platform and mainframe engineering teams as well as with tier 1 and 2 operations teams to develop and implement integrated service, system and enterprise management solutions.

Roles and responsibilities include management and oversight for the following:

  • Work closely with the IT Partnership Program Management to ensure alignment of technology and services to program objectives.
  • Develop and maintain the program's technology plan, strategy and risk assessments including technology road-mapping to meet program and customer business objectives.
  • Review IT infrastructure processes within the program to ensure meet or exceed industry standards
  • Review IT infrastructure processes within the program to ensure meet or exceed industry standards
  • Management of technical personnel to support enterprise architecture, engineering and technical service initiatives including;
  • Develop and facilitate new service and technology solutions through collaboration across the program in support of program objectives and customer requirements.
  • Develop and facilitate service and technology improvements through collaboration across the program resulting in improved stability and predictability of services.
  • Identify, analyze, and resolve program support deficiencies. Develops and recommends corrective actions. May provide technical guidance to other program organizations including Tier 1 and Tier 2 Operations, Client Services and Program & Project Management.
  • Participate in development of root cause analysis with emphasis on corrective action planning activities requiring technology, service and/or process design changes

Basic Qualifications:

Bachelor's Degree or equivalent plus 14 years' experience of related computer technology design and support experience. 4 years additional experience will be accepted in lieu of degree.

  • Experience in applying Enterprise Architecture and ITIL principles
  • Experience leading technical personnel
  • Applied experience in business and system requirements analysis, definition and maintenance
  • General experience in all of the following computing technology areas:
  • Data Network (WAN/LAN)
  • Open systems server; workstation HW and SW service platforms
  • Network Storage infrastructure (HW and SW)
  • Network and host based security and associated management systems
  • Familiarity with technologies, tools and approaches for IT Service Management and Enterprise Service Management best practices
  • A results-oriented leader with ability to drive results across a matrixed, multi-disciplinary organization
  • Excellent written and verbal communication

Preferred Qualifications:

  • Master's Degree
  • Prior experience supporting programs for state or local government customers
  • Certifications in Enterprise Architecture (CEA), ITIL v4 (Expert level preferred).
