The Northrop Grumman Strike Systems Test Organization Team at Palmdale, CA is seeking a Test Pilot Engineering Manager 2 responsible for all facets of Test Engineering & Operations, including staffing, planning, execution and reporting in multiple technology areas.

This position requires a highly motivated and self-starting individual with relevant test operations experience, who will be willing to support additional Strike Systems Program requirements beyond the defined requirements of this position, if required.

The Manager 2 will orchestrate ground, integration, developmental, and production testing for Systems Under Test (SUTs). This manager must also possess a strong background in test engineering and operations to oversee and manage communications with the crew schedule, mission planning, test engineering, and the Site Test IPT Lead. The manager must coordinate operations to include creating and maintaining requisition of required equipment accounts, writing site specific contractor procedures, and maintaining program documents and manuals required for operations. Will also fill the Section Manager role for a team of about 14 direct reports.

In addition, the selected candidate will be responsible for managing personnel, coordinating with ground test engineering and operations, SUT modifications for testing, frequent interaction with Program Engineering, and ensuring cost and schedule performance targets are met. The selected individual must provide Program leadership for test site employees and provide timely resource forecasts to Program Management, assuring that proper staffing is in place to execute Statement of Work. The successful candidate will have frequent contact with internal personnel and external representatives at various management levels concerning operations, and will be responsible for resolving scheduling and resources issues that may arise over the course of the program. The manager will have excellent communication skills, experience with flight-line operational requirements, experience leading test pilot and test engineering personnel. The selected candidate may be required to support extended shifts, weekends, and holidays as required to maintain program schedule as well as minimal travel to support special tests, as required. The selected candidate will also be responsible for identifying Test Program risks, issues, and pressures and develop mitigation and closure plans.

Additional responsibilities include:
  • Participate in the Flight Ops Communities of Practice (CoP), other CoPs, working groups, safe and effective summits, and other events and summits as required.
Basic Qualifications:
  • Bachelor of Science Degree and 9 years of relevant test experience with an emphasis on test engineering and operations; 7 years with a Master's
  • Requires active DoD Secret clearance, with an investigation date within the past 6 years
  • Must be able to obtain and maintain DoD Top Secret clearance
  • Requires the ability to obtain and maintain Program Access (PAR)
  • Must be able to travel as needed, and occasionally work overtime, odd shifts, and weekend as required
  • Excellent communication skills, including ability to brief test results/issues to executive leadership
  • Strong interpersonal and leadership skills
Preferred Qualifications:
  • Current active DoD Top Secret clearance with Program PAR(s)
  • BS STEM Degree
  • Instructor Pilot and Evaluator
  • Current Class II FAA Physical
  • Minimum 500 Pilot in Command (PIC) hours and able to maintain currency
  • FAA commercial instrument rated pilot (or military equivalent)
  • Military flight experience, flight test operations, multi-engine rated, FAA single engine commercial rating, aviation instructor experience also preferred
  • Experience working in a CTF environment
  • Experience leading a flight test operations team
  • Military Test Pilot School (TPS) graduate highly desirable
Salary Range: $147,800 USD - $221,800 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
