Manager Systems Engineering 2

Northrop Grumman is seeking an Engineering, Sciences and Technology (ES&T) Lead to oversee Systems Engineering, Integration and Test (SEIT) activities on a variety on contracts in the Bellevue, NE and Offutt Air Force Base, NE area. This candidate will report into the Northrop Grumman Bellevue, NE Central Region ES&T Systems Engineering Department Manager. Work will be performed between the Northrop Grumman facility in Bellevue and on Offutt Air Force Base. The successful dual-hated candidate will lead a team of approximately 15 system engineering professionals as well as provide technical contribution and guidance to the ES&T matrix organization. The expected ratio is approximately 20% management, and 80% direct charge technical contribution

  • Demonstrate a broad skill set that is balanced between interpersonal, business, management and technical capabilities. The candidate will have an ability to operate in a team environment and collaborate across Northrop Grumman business areas as required to accomplish the team goals.
  • Work on direct-charge contracts in a technical capacity as coordinated with the Bellevue ES&T Department Manager.
  • Serve as a member of the ES&T leadership team, primarily in the Bellevue, NE area.
  • Provide Functional oversight for a team of SEIT professionals working on a variety of contracts.
  • Assist with new business growth opportunities, internal research and development, and capital projects.
  • Support adherence to standard SEIT processes and the oversight of cost, schedule, and technical quality for SEIT execution on all development efforts; provide technical oversight of SEIT activities on key programs.
  • Direct employee inclusion, engagement, mentoring and career development activities.
  • Recruit new talent, to include new grad candidates for entry-level positions as well as experienced candidates for mid and senior-level positions, to meet staffing commitments.
  • Clearly demonstrate strong leadership skills to achieve sustainable top performance. The candidate will have a track record as an effective communicator and problem solver who is able to develop and maintain good working relationships with internal and external stakeholders.
  • Demonstrate a commitment to ethics and integrity, and the capability to innovate while challenging traditional ways of doing business.
  • Be responsible for evaluation of current and anticipated project personnel requirements and to assign staff to optimize contract performance. This includes monitoring budget and forecast expenditures and matching to project requirements to ensure programs are properly staffed.
  • Be responsible for day-to-day communications, performance assessment and feedback, career counseling, professional development, employee rewards and recognition, and resolving personnel issues for a staff of approximately 15 engineers and technical professionals.
  • Other duties may include, but are not limited to: o Action planning resulting from annual employee engagement surveys
  • Actively participate in periodic college recruiting activities
  • Work with Human Resources to manage employee performance and/or behavioral issues should problems arise

Basic Qualifications:

  • Bachelor's degree in STEM (science, technology, engineering, mathematics) field and 7 years of work

related experience

  • Minimum 5 years technical experience in either systems engineering or software engineering (a mix of both is acceptable if the total meets or exceeds 5 years)
  • Minimum 2 years management experience
  • Familiarity with, and understanding of staffing and rate changes on multiple contract types including

Firm Fixed Price, Cost Plus, Time and Materials, Internal Work Orders and others

  • Experience working on, and coordinating sub-contracts
  • Proven ability to multiplex among varying complex tasks on various programs
  • Excellent time management skills and a proven ability to deliver on commitments
  • Proven demonstrated leadership skills and the ability to work independently and in a team environment
  • Effective communication and presentation skills
  • High proficiency in technical problem solving, to include decomposition, root cause analysis, solution development, implementation and monitoring
  • Current secret clearance or ability to obtain secret clearance

Preferred Qualifications:

  • Functional management experience, especially in a Systems Engineering, Integration, and Test role
  • Experience working with multiple contract types including Firm Fixed Price, Cost Plus, Time and

Materials, Internal Work Orders and others

  • High proficiency in technical problem solving, to include decomposition, root cause analysis, solution development, implementation and monitoring
  • Active within the technical or management community
  • Current top secret clearance
