Job Description

TheQuality Control Managerworks at the United States Postal Service (USPS) Central Repair Facility (CRF) in Topeka, KS. The CRF is a depot repair facility for USPS mail processing, delivery, and bulk mail systems repairable parts. Examples: repairing printed circuit boards, electrical, electronic, mechanical and electro-mechanical assemblies to component level. The CRF provides depot level maintenance for essential automation, mechanization, retail and bulk mail processing systems used in all mail processing and retail installations.

Duties and responsibilities include:
Plan, manage, and integrate all tasks and services to ensure mission success of the USPS central repair facility. Foster teamwork to achieve and sustain ISO 9001 registration for the program's Quality Control Program. Develop and manage the program's quality areas within the Performance Work Statement as well as Lean Six Sigma projects and the program's Continuous Improvement Process. Develop and implement the program's quality plans using statistical quality control techniques, lean manufacturing concepts, and Lean Six Sigma tools and analyses. Ensure that program performance and products conform to established company and quality requirements, regulations, laws, standards, codes, directives, and the contract and complying with all reporting requirements. Provide daily tasking and guidance to team members based
on program's goals and schedule, possibly requiring analysis of alternative courses of action. Review, analyze and report on quality discrepancies related to assembly, process, mechanical, electrical and electro-mechanical systems
and investigate problems, recommending dispositions and corrective actions for recurring discrepancies. Oversee and train Internal Auditors to perform operational audits. Participate in management review meetings, supervise quality department personnel, update and write work instructions relating to quality department procedures. Work with USPS personnel in resolving quality issues, lead the material review board, and provide special reports as required. Interface with the program manager, human resources, functional managers, engineering, customer, vendor and subcontractor representatives to ensure customer satisfaction is achieved and requirements are met. Instilling a culture of quality, safety, and productivity to ensure that all aspects of the Management System conform to customer requirements and ISO 9001. Building partnerships with and providing support to the Operating Unit's (OU) ensure contract growth and achievement of financial growth goals/incentives.

Additional duties may include:
Develops, modifies, applies and maintains quality evaluation and control systems and protocols for processing materials into partially finished or finished materials product. Collaborates with engineering and manufacturing functions to ensure quality standards are in place. Devises and implements methods and procedures for inspecting, testing and evaluating the precision and accuracy of products and production equipment. Designs and analyzes inspection and testing processes, mechanisms and equipment; conducts quality assurance tests; and performs statistical analysis to assess the cost of and determine the responsibility for, products or materials that do not meet required standards and specifications. Audits quality systems for deficiency identification and correction. Ensures that corrective measures meet acceptable reliability standards and that documentation is compliant with requirements. May specialize in the areas of design, incoming material, production control, product evaluation and reliability, inventory control and/or research and development as they apply to product or process quality. May be certified in lean and six-sigma quality engineering methodologies.

* Must possess a High School degree or GED equivalent degree.
* Must be ISO 9001 or AS9100 Lead Auditor trained and certified.
* Must be experienced and competent in computer and general office equipment usage.
* Must possess a minimum of Five (5) years of experience in inspecting workmanship of mechanical, electrical and electronic components and assemblies.
* Must possesses a minimum of Five (5) years of progressive responsible management and leadership experience in quality control functions and related support services.
* Must possess a minimum of Five (5) years in a leadership/management role(s) in Quality Control support organizations / offices.
* Must be a US Citizen and possess or be able to obtain a Sensitive security clearance.
* Must have risk management experience.


* Experience in electronics and mechanical drawings.
* ASQ Certification.
* Bachelor's degree in an engineering discipline.
* Lean Six Sigma Green Belt certified.
