Job Description:

Northrop Grumman Technology Services is seeking a Program Manager 3 to lead execution of all phases of Contract Logistics Support (CLS) program performance, from inception through completion, for select programs based in Palmdale, CA. Successful candidate will be responsible for the overall cost, schedule, and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria, and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing, operations, maintenance, and administrative areas.

Basic Qualifications:

  • Applicants must have a minimum 15 years aircraft operations and O level maintenance experience including aircraft scheduling and depot repair cycle times.
  • Applicants must possess a Bachelor's degree in related field and 9 years of program management experience that included regular use of MS-Office, MS-Project, and standard principles and practices of program management.
  • Prior operations or maintenance supervision experience.
  • Demonstratedability tomanage diverse teams of highly skilled employees.
  • Thorough knowledge of configuration management processes.
  • Complete understanding of deployment readiness for personnel and end items to include how to build and maintain war readiness packages.
  • Must have working knowledge of Supply Logistics and MiCAP processes.
  • Must be willing to work a flexible work schedule that may include extended shifts, holidays, and weekends and support on call status for 24 hours-a-day, 7 days-a-week, 365 days a year. Must have and maintain a valid U.S. passport, accept customer furnished quarters for a period up to120 days away from primary work location and comply with mobility requirements such as chemical warfare training and immunizations that may include anthrax and smallpox.
  • Mustmeet medical requirements for worldwide travel.
  • Must possess and be able to maintain an active Top Secret DoD security clearance and the ability to obtain and retain Special Program access clearance within 365 days from submission is a condition of employment.

Preferred Qualifications:
  • Master's degree preferred.
  • Knowledge of and experience in an Earned Value Management System.
