Manager 2, Cyber Logistics Services
Northrop Grumman Mission Systems (NGMS) seeks to fill the Cyber Logistics Services Manager Level 2 in the Engineering, Manufacturing, & Logistics (EM&L) function. This is a dual role encompassing both people leadership and technical performance.
The Manager of Cyber Logistics Services is responsible for the planning, staffing, directing, and managing the cost, schedule and performance of assigned programs and personnel within parameters for function. Responsibilities require the close coordination and integration of team activities across multiple product lines and with other functional departments and Integrated Product Teams as required in support of program objectives. The manager position also coordinates the preparation of all proposals, proposal work statements and specifications, scope of work for production, operating budgets for all assigned personnel, and workload planning and forecasting. Excellent communication/presentation skills and an in-depth knowledge of ILS management, sustainment and production program execution, Earned Value Management, and Risk Management systems are required. Emphasis in this position is placed on leadership with focus on strategic vision and growth of the organization to meet both current and future mission needs.
The candidate must be able to establish and maintain effective program oversight, functional management, and customer communication on multiple programs with multiple customers. The successful candidate must be able to take top level system requirements documents and define and organize the detailed tasks/schedule/skills required to meet the requirements within cost and schedule constraints. This includes management of tools development. Additional duties include personnel performance evaluation, merit planning, employee development, recruiting, workload planning and forecasting, and time approval.
This position is also responsible for staffing and workload forecast; employee inclusion, engagement, mentoring and career development; employee training and identification and training of skills required to execute on programs. The responsibilities include the recruiting, sourcing, onboarding, performance management and contract maintenance for the contractors working in the business area.
The successful candidate will clearly demonstrate strong leadership skills to achieve sustainable top performance. He/she will have a track record as an effective communicator and problem solver who is able to develop and maintain good working relationships with internal and external stakeholders. This candidate will demonstrate a commitment to ethics and integrity, and the capability to innovate while challenging traditional ways of doing business. Demonstrated abilities to build diverse and inclusive teams with high levels of engagement, including mentoring and coaching, are a must. Excellent verbal and written communication skills are required and the ideal candidate will have demonstrated success collaborating and leading virtually as a part of a geographically dispersed team. This candidate will demonstrate a broad skill set that is balanced between interpersonal, business, and technical capabilities. He / she will have an ability to operate in a team environment and collaborate across the sector business areas as required to accomplish the team goals. The candidate will work closely with the directors and managers of other engineering disciplines, program directors and program managers. The ideal candidate will also be able to champion change within the organization, to achieve competitive advantage for the business.
Travel up to 25% of is anticipated.
7 years’ experience with an emphasis on an ILS function.
Experience leading high performance teams and managing multiple priorities with cost and schedule responsibilities.
U.S. Citizen with current Security Clearance – Secret
Requires excellent communication and organizational capabilities. Must be able to establish and maintain effective customer communication.
Demonstrated experience with site specific products.
Experience with managing development, production and sustainment programs.
